JOB SUMMARY:  The Residential Services Director will oversee the Children’s home residential campus for youth who have been victims of abuse, neglect, or abandonment.  Duties involve responsible professional work directing and integrating program operations for the residential program.  Responsible for achieving established outcomes as required by contract requirements and internal benchmarks.   Participates and provides leadership in the organization’s performance and quality improvement efforts. 

ESSENTIAL FUNCTIONS: 

  • Ensures the implementation of an approved Residential Mental Health treatment model and that the model drives all program decisions with respect to structure, operation and systems.
  • Collaborates with Clinical Director regarding accepting new youth and ensuring quality activities and services for our youth.
  • Oversees budget for supervised programs.  Works closely with Chief of Human Resources on workforce planning and analysis.  Creates and maintains schedules that maximize time with youth, are within staffing ratio and within budget.
  • Selects, supervises and trains Residential Mental Health Cottage Managers and other support staff as needed.  Responsible for completing employee evaluations on those directly supervised and for ensuring that effective employee development, discipline and recognition programs are implemented residential life employees within framework of The Children’s Home’s policies and procedures.
  • Collaborates with the Grants Marketing Associate and Development team on grant submissions, tours, and fundraising to enhance Residential programs.
  • Attends contractor and internal meetings when required.  
  • Ensures quarterly Performance and Quality Improvement (PQI) Reports are prepared for Residential Services.  Participates in PQI meetings and in Strategic Planning.
  • Develops and conducts training for Residential staff.  Participates in new hire orientation for all employees.  Ensures new employees are properly trained in crisis intervention program. Ensures all residential staff remains current/up to date with program and agency training requirements.
  • Develops and refines policies, procedures, including infrastructure issues in assigned areas.
  • Ensures residential program compliance with federal regulations, contracts, funder, United Way, Medicaid, and Council on Accreditation and state licensing standards.
  • Attends training, meetings and seminars as directed.  Participates in internal and external committees as required.
  • Work within the philosophy, function, and personnel practices of The Children's Home, Inc.
  • Implements approved evidence based practice and NAPPI expansion within accepted timeframes.
  • Oversees and participates in director “on-call” rotation.
  • Ensures all residential buildings/cottages are up to building code and have the ability to pass inspection standards. Follows through that all maintenance requests are reported and completed.
  • Develops and coordinates tutoring, vocational, and recreational opportunities for youth.
  • Reviews all internal and external incident reports.
  • Ensures staff complete work orders to Facilities Maintenance regarding needed repairs and/or safety issues.  Submits restitution claims.
  • Informs Director of Operations of any Risk Management issues or issues that could result in violations of laws, compliance, or CHI policy.
  • Perform other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS: 

Education and Experience:  Master’s Degree in Clinical Mental Health field or related field with seven (7) years progressively responsible experience in a therapeutic residential environment or other social services program, at least two years of which is supervisory experience.

Annual Training Requirements: The following training topics are required annually: Sexual Harassment, Blood borne Pathogens, Workplace Accident Prevention and Reporting, Confidentiality and Privacy Practices, Diversity/Cultural Competency, Child Abuse and Neglect Mandated Reporter Statutes and Methods, Crisis Prevention, Program Goals, Medication Policy & Procedures (Refresher), Water Safety, Fire Safety.    

On-going Training RequirementsThe following topics are required on an on-going basis: Supervision Techniques, Training Plans, Evaluations, Staff Development, Employee Assistance Program, Team Building, Delegation, Conflict Resolution, Employment Labor Laws, Selection, Assessment, Interviews, Employee Progressive Discipline, Mission, Vision, Values, Client Needs Assessment, Resources, Service Delivery, Outcomes, Monitoring Progress of Clients, Agency-approved Service Interventions, Supervision of Volunteers, Substance Abuse, Child/Human Development, Child Care, Family / Group Dynamics, Suicide Recognition & Prevention- Psych.
