General Description

Responsible for assisting citizens and contractors with the processes of application, review and approval for building permits and for inspections enforcing compliance with established state, county and City safety codes. Compiles and verifies accuracy of legal documents necessary for permitting. Issues permits and maintains related records. Performs document scanning and indexing. Performs related clerical tasks as required. Provides professional and courteous customer service. Possesses strong attention to detail and an emphasis on quality. Works closely with building official and fire plans review staff. Work is performed under the direct supervision of the Zoning Manager.

This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.

 Primary Duties:

  • Greets citizens and contractors while working the counter of the Building Services Division of the Development Services Department.
  • Assists Building Official in administering the permitting, review and inspection of construction projects to ensure compliance with all applicable City, state and federal code and regulatory requirements for new and existing residential and commercial buildings throughout the City.
  • Coordinates with and assists the Fire Marshal and fire plans review staff in administering Florida Fire Prevention Code compliance reviews.
  • Assists customers in applying for appropriate permits; explains permitting procedures, and reviews and verifies submitted applications and legal documents for accuracy and completeness.
  • Enters all data into permitting database software; calculates square footage and estimates cost of construction and fees associated with the issuance of building permits.
  • Coordinates all commercial and private inspection and permitting documentation to enforce compliance with the Florida Building Code of each respective trade (structural, electrical, mechanical, plumbing, and building/development).
  • Reviews, approves and issues completed building permits and certificates of occupancy.
  • Reviews, verifies and approves documentation submitted by contractors applying for licensure.
  • Tracks permit activity and expiration dates and maintains associated records.
  • Preps all construction plans and related documents for imaging; scans documents; verifies and approves each image for completeness, legibility, accuracy and quality control.
  • Maintains and ensures optimal performance of scanning hardware and software.
  • Maintains an efficient filing system; retrieves files and verifies information upon request.
  • Calculates, collects and records fees for permits, re-inspections, contractor licensing and fire inspections.
  • Performs clerical work including preparing routine reports and correspondence, notarizing documents, copying and filing documents, sending and receiving faxes, entering and retrieving computer data, processing daily mail, maintaining supplies inventory and answering the telephone.
  • Attends training, meetings, workshops or seminars as required to enhance job knowledge and skills.
  • Provides friendly, professional support to other City departments.
  • Provides excellent customer service, communicating effectively and courteously with the public and business community and assisting customers in obtaining compliance with building codes and City regulations.

 

Minimum Qualifications:

Education and Experience:

An equivalent combination of education and experience may be considered, provided that the education and experience is in a relevant and related field.

  • High school diploma or GED.
  • Two years of related construction, permitting or customer service experience.

Licenses, Certifications, and/or Registrations:

  • Notary Public certification or certification within six months of employment.
