General Description:

Position is responsible for planning, organizing and supervising the daily operations and activities of the Utility Billing Division, and coordinates interaction with other departments. Utility billing functions include preparation of utility bills, receipt of utility payments, cash balancing and customer service. The position involves significant public contact including in person, telephone, and written correspondence.  Position works under general supervision, and decides how and when tasks are to be completed.

Primary Duties:

These job functions are not to be construed as a complete statement of all duties performed.  Employees may be assigned additional duties by management as deemed necessary. 

  • Supervises assigned staff, including establishing work schedules, assigning tasks, providing training, counseling and recommending discipline, and the preparation of periodic employee performance evaluations.
  • Using best management practices, monitors operations and activities of utility billing services, including utility payments and appropriate cash handling.
  • Develops and implements procedures for proper cash handling.
  • Oversees the processing of utility service requests and the coordination of such requests with the Environmental Services Department.
  • Supervises the preparation and mailing of utility bills and second notices, and coordinates accounts receivable and cash collection reconciliations with the Finance Division of the department.
  • Receives and responds to employee and public inquires, concerns and complaints regarding departmental related functions.
  • Observes municipal ordinances, policies and/or procedures regarding utility billing, collection, application for services and deposits, investigation of billing discrepancies and account disputes, processing of past due notices, and disconnections.
  • Determines the annual write-off of uncollectable accounts and coordinates related activities with the City's debt collection agency.
  • Assists with the preparation and monitoring of departmental budget, objectives and goals.
  • Works on multiple tasks and requests at one time in a fast pace environment. Evaluates all facets of the utility billing function, anticipates problems, and performs any tasks necessary for success.
  • Coordinates and oversees the utility billing function within the organization with ambition and patience, and the ability to address displeased customers and difficult situations with tact.
  • Communicates with others to maximize the effectiveness and efficiency of interdepartmental operations.
  • Compiles data and prepares various reports, presentations, recommendations and other documents required, including a routine utility billing report.
  • Attends staff, committee and professional meetings to exchange information; attends technical or professional classes, workshops or seminars and reads professional journals to keep abreast of trends and practices in assigned areas.

Minimum Qualifications:

 

Education and Experience: 
An equivalent combination of education and experience may be considered, provided that the education and experience is in a relevant and related field.

  • Bachelor's Degree in Business Administration, accounting, finance or closely related field.
  • Two (2) years of progressively responsible related experience, including utility billing and employee supervision.

Licenses, Certifications, and/or Registrations:

  • Valid Florida Driver's License Class "E".
