POSITION FUNCTION:

  • Under the direction of the Human Resources Director, performs assigned duties to support the Human Resources Department’s related responsibilities, to include the areas of:
    • Employee Benefits Administration
    • Compensation / Classification
    • Selection and Retention
    • Employee Relations
    • Risk Management
    • Training and Development
    • Legislative and Policy Compliance and Administration
    • Labor Contract Administration

ESSENTIAL DUTIES:

  • Performs duties necessary to support employment selection, retention and separation. Activities may include advertising approved positions, receiving and tracking candidate information, coordinating pre-employment processes, reporting, and maintaining records. Performs activities related to attrition, to include preparation of documents and coordination of applicable benefits (e.g. retirement, COBRA, leave pay out calculations, etc.).
  • Performs duties necessary to administer employee benefits programs, to include Healthcare Insurance, Retirement, Wellness and other ancillary benefits. Duties include, but are not limited to, enrollment and termination of benefits, billing reconciliation, claims adjudication, reviewing and updating contract documents, and preparing analysis for annual audits, budget forecasts and renewals.
  • Performs duties necessary to develop, monitor, and promote Training, Risk Management and Compliance Programs by conducting research to identify and coordinate various educational opportunities related to employee development and occupational training; safety; risk mitigation, contract management and claims (e.g. Workers’ Compensation, Property and Liability; Drug and Alcohol, etc.); and preparation for annual audits, budget forecasts and renewals.
  • Responsible for leave administration. Ensures proper completion of related forms and other necessary documentation, notifying employees and third-party benefits administrators, coordination of benefits, and time and record tracking/reporting.
  • Performs duties to support the compensation / classification program, to include performance appraisal reviews, market studies and analysis, implementation, and recommendations.
  • Performs additional duties as assigned.

KNOWLEDGE/SKILLS/ABILITIES:

  • Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor’s Degree in Human Resources, Public Administration, Human Development, or related field, three (3) to five (5) five years of work related experience, and a Professional in Human Resources (PHR) designation are required.
  • A Master’s Degree in Public Administration or related field is preferred and may substitute for up to one (1) year of work related experience.
  • Must possess good oral and written communication skills.
  • Must be able to read and understand Federal and State regulations, and City policies and procedure manuals.
  • Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with confidential information, such as personal and protected information.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department activities.
  • Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, and the general public.
  • Ability to perform basic mathematical equations necessary to perform budget, benefits and procurement analyses. Ability to use Microsoft Office (e.g. Word, Excel, Power Point, etc.).
  • Must possess a valid Florida Class E driver license.
  • Must pass post offer pre-employment Drug Screen, Physical Examination, and applicable Background Checks.
