Must have the following in order to apply:

  • Bachelor's Degree in Business Administration, Public Administration, or related field. Two years of applicable experience may be substituted for up to one year of college education or an equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications
  • Minimum of at least three (3) years of recent and verifiable experience in at least one of the following: Working with SBE or DBE Programs; and/or performing public sector procurement, project management, or contract compliance; and/or community relations or business development
  • Valid driver's license
  • Ability to lift up to 40 pounds
  • Proficient in Microsoft Office Suite
  • Knowledge of rules, regulations, procedures and functions of the Transportation Authority
  • Knowledge of the U.S. Department of Transportation DBE Program (49 CFR Part 26), and or other programs for small and disadvantaged businesses
  • Knowledge of principles of diversity inclusion, sensitivity to and awareness of theories of discrimination
  • Knowledge of general procurement practices and the ability to analyze scopes of work and other contract documents
  • Knowledge of standard office practices, procedures and equipment

Preferred Skills:

  • Experience with public transit and federal Civil Rights (Title VI, Title VII), DBE, EEO or other USDOT programs preferred

Job Description:
Essential Job Functions:

  • Prepares internal and external reports in an accurate and timely manner
  • Develops and maintains ongoing relationships between the company and external business groups to promote awareness and support for DBE/SBE programs
  • Coordinates triennial DBE goal setting process in accordance with FTA requirements, regularly assesses the appropriateness of the goal, tracks progress, and makes appropriate recommendations to the Manager of EEO and Compliance Programs
  • Assists in the development and dissemination of DBE/SBE program information, including training, resources, and standard operating procedures for program administration
  • Reviews contract scope of work, estimates, and elements of work, NAICS codes, and previous similar Authority contracts/procurements for construction, equipment, supplies, and services to establish DBE participation goals; reviews availability data and interfaces with project manager and procurement to evaluate and assess opportunities for DBE participation and goal setting
  • Attends and participates in pre-bid conferences, project site tours, kick-off meetings, and other meetings/forums to address and explain applicable Contractor compliance requirements
  • Analyzes bids/proposals submitted to ensure compliance with participation goals or good faith efforts
  • Proactively reviews and monitors FTA-assisted contracts, project schedules and subcontractor utilization schedules to identify potential problems meeting a DBE commitment. Throughout the life of the contract, tracks and monitors payments to DBEs, subcontractors and suppliers to ensure prompt payment requirements and DBE participation commitments are met
  • Conducts desk audits and ensures that consistent job site visits are conducted to ensure compliance with all program and regulatory requirements
  • Assists, as needed, with outreach, training, investigation, monitoring, reporting and analysis in the administration of the EEO Program/AA Plan, Title VI program, and ethics compliance
  • Provides additional support, as needed, to the Manager of EEO & Compliance Programs
  • Stays current on US DOT regulations, FTA circulars, and other relevant federal, state and local laws and regulations
  • Adhering to stated policies and procedures relating to health and safety, security, and quality management
  • Recognizing and reporting all accidents and hazardous conditions;
  • Assisting in the development of workplace safety procedures for their respective departments
  • Promoting workplace safety procedures within their department
  • Adhering to procedures relating to the proper use and care of equipment and materials for which the role has responsibility
  • Performs other work-related duties as assigned

Work Environment:
May be moderately exposed to working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting companies operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided

Days & Hours:
