LYNX, the Central Florida Regional Transportation Authority in Orlando, Florida, is currently accepting applications for the position of Maintenance Training and Development Instructor.    

Description of Work

This position efficiently develops, coordinates, implements, conducts and evaluates training programs for maintenance personnel in the proper service, repair and maintenance of buses, support vehicles, and shop equipment. This position also monitors the Certified Transit Technician Program offered by the Center for Urban Transportation Research (CUTR).

Duties and Responsibilities

Consults with the Deputy Director of Maintenance, maintenance managers, supervisors, the Human Resources Department and the Union for input when developing maintenance training programs.

Plans, organizes and conducts maintenance training programs that comply with internal procedures and external mandates or regulations.

Prepares and assembles clear, concise lesson plans, course curricula, visual and mechanical aides, written materials and hands-on instruction.

Participates in the hiring process by conducting interviews and contributing in the selection of new employees for the maintenance division.

Participates in the promotion process for internal maintenance employees by providing recommendations based on skill development and training evaluations.

Conducts training needs assessments and analyses.

Participates as a resource to maintenance management on safety, technical proficiency and productivity issues.

Prepares correspondence, reports and maintains records.

Coordinates, evaluates and monitors internal and external vendor training programs. Keeps abreast of new technologies and methodologies in the vehicle maintenance field.

Evaluates effectiveness of training programs by measuring changes in skill levels and improvements demonstrated by maintenance personnel.

Modifies programs accordingly to improve effectiveness to the quality vehicle maintenance training programs.

Develops and maintains a tracking method for recording and monitoring the progress of skill development for maintenance employees with Human Resources, as appropriate.

Ensures that all training materials are updated as needed, for new equipment, new procedures, technical information, etc.

Participates in the development of standard operating procedures and safety guidelines for specific tasks.

Monitors and evaluates the performance of individual participants as well as program performance for the Certified Transit Technician Program.

Conducts training programs for maintenance personnel, bus operators, line instructors, and contract personnel as requested.

Works with the safety division to develop and implement programs compliant with state/national regulations, to promote the safety and well-being of Authority employees.

Required Knowledge, Skills and Abilities  

Knowledge of training theory, methods of presentation, theories of learning, appropriate modes of presentation and other related training issues.

In-depth knowledge of all heavy vehicle and facilities systems pertinent to the Authority’s vehicles to include, but not limited to, mechanical systems, fuel systems, hydraulic systems, pneumatic systems, HVAC, brake systems, multiplexed systems, electrical/electronic systems, etc.

Knowledge of tool usage, problem diagnostics and test processes.

Knowledge of industrial safety rules, regulations, hazardous materials handling and storage regulations as applied to bus maintenance.

Knowledge of the principles of preventive maintenance. Knowledge of US Federal Motor Carrier Safety Regulations, CFR Title 49 and Florida Administrative Code 14-90.

Ability to develop clear, concise and effective curricula, schedules, course materials, audio/visual aids, administrative and technical procedures.

Ability to work from and understand verbal instruction, blueprints, schematics, diagrams, vendor manuals and manufacturer’s specifications.

Knowledge of related software to include Microsoft Word, PowerPoint and Excel, audio/visual equipment, maintenance reporting system, web-based vendor/OEM troubleshooting trees, computer based diagnostic tools and other various test/troubleshooting tools.

Ability to learn and implement provisions of the Authority’s bargaining agreement with ATU Local 1596 and ATU Local 1749.

Ability to establish and maintain effective working relationships with all levels of staff, the public, coworkers and those doing business with LYNX.

Must possess a current Florida CDL permit or license, Class “B” with airbrakes and a passenger endorsement; must have an acceptable driving record.

Ability to pass a DOT physical examination and drug screen.

Ability to work days, nights, Saturdays, Sundays, holidays and to respond to emergencies during and after normal business hours.   

Ability to communicate effectively in English, both orally and in writing. 

Physical Requirements

The functions of this position involve working in environments with exposure to varying weather conditions; physical, electrical, mechanical and chemical hazards.  Requires the physical ability to kneel, bend, stoop, twist, squat, reach, climb up and down stairs, walk, stand, push, stretch, and lift 50 lbs. Requires normal visual acuity and field of vision, hearing, speaking and color perception; dexterity in operating equipment.  

Minimum Education and Experience

Associate’s degree from an accredited college or university in Automotive or Diesel Technology or a closely related field; or must have successfully completed a post high school vocational program (diploma) related to heavy vehicle maintenance and equipment; or two (2) years as a journey-level mechanic working with diesel engines, transit buses, heavy equipment. In addition, must have four (4) years of experience working in heavy vehicle maintenance to include two (2) years of experience conducting training programs.

Pay range: $21.94 to $25.09 per hour
