JOB TITLE: PROGRAM MANAGER EHS CCP                             LOCATION:  ORLANDO, FL

GENERAL DESCRIPTION: Oversees day to day operations of the Early Head Start-Childcare Partnership program directly operated by 4C. Provides direction and support to partner sites and contracted providers. Ensures the Federal Performance Standards, the Head Start Act, all Program Instruction (PIs) and any applicable state and local regulations are met and maintained. Ensures the appropriate and timely provision of education, health, nutrition, mental health, and disabilities services to EHS children.  Regularly monitors the accurate inputting of program information in the database system to ensure all information is accurate and reliable.

ESSENTIAL JOB FUNCTIONS:  Communicates and coordinates weekly with the Director and other key management personnel to ensure program goals and objectives are met. Effectively implement and administer a quality EHS/Childcare Partnership program. Ensure accountability at all levels of the program. Possess the ability to form effective childcare partnerships. Develop an effective and ongoing relationship with area Early Learning Coalitions with the Head Start Program Manager, co-facilitates the annual program Self-Assessment.  In collaboration with all stakeholders, oversees the development of an EHS Program Improvement Plan based on this assessment data. In concert with management and instructional personnel, ensures the Training & Technical Assistance Plan is developed for the upcoming year. Participates in the preparation of the annual budget refunding application.  Ensures that all EHS subordinates comply with spending levels, procurement policies, and inventory control.  May assist the Head Start Program Manager in the ordering and delivery of office and consumable supplies to subordinates. Supervises and monitors the EHS health service Area Specialists to ensure full compliance with Performance Standards 1304.20, 1304.22, 1304.23, 1304.24, and 1308. Supervises and monitors the Head Start Education Specialist(s) to ensure full compliance with Performance Regulations 1304 and 1308. Works closely with the HS/EHS Program Manager(s) to plan Pre-Service and In-Service training, plan training for Teachers at their sites, develop school-year calendars, and coordinate individualization for children in concert with the Area Specialists of Education, Health, Nutrition, Mental Health and Disabilities. Works closely with the Family & Community Partnership (FCP) Coordinator to assist with parent training, with community awareness events, and with ensuring that Family Advocates comply with all applicable elements of Performance Standards 1304.40, 1304.41, and 1305. Represents the 4C agency and the EHS program in the community.  Seeks linkages to agencies such as the school districts, the Part C agency, the health departments, county commissioner boards, and the early learning coalitions. Seeks In-Kind (donated time, services, products) or cash (grant opportunities, state or local funding) to assist the program in meeting its 20% non-federal share requirement. Participates in the Agency’s Quality Improvement Program.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Knowledge of business and management principles involved in leadership techniques, customer service and the coordination of people and resources.Specific knowledge in Early Childhood Education. Ability to demonstrate a high level of interpersonal skills to communicate Agency information effectively to other staff and outside representatives and to represent Agency positively in the community. Must be capable of working under pressure while remaining professional, exhibiting an upbeat attitude, and organizing and planning efficiently. Ability to analyze information and evaluate results to select the best solution and solve problems. Ability to supervise others. Ability to work effectively with children, parents and staff. Ability to operate a personal computer.  Knowledge of a variety of computer software applications in word processing, database, spreadsheet and presentation software, including Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.  Ability to navigate the Internet.  Ability to gain knowledge of the Child Plus software system. Ability to demonstrate skills in organization and time management. Ability to gain knowledge of agency terminology and subject matter, including the Head Start Performance Standards and all other applicable laws and regulations. Ability to understand, process, and facilitate the implementation of the requirements outlined in the Head Start Performance Standards, Head Start Policies and Procedures, and all other applicable laws and regulations. Ability to communicate effectively with others verbally and in writing. Ability to maintain confidentiality. Ability to work and communicate with people from various multi-cultural backgrounds and  socio- economic levels. Sensitivity to the needs, abilities, beliefs, and attitudes of individuals within and outside the Agency, including but not limited to customers and co-workers.

EDUCATION AND EXPERIENCE:

Bachelors degree in Business Administration, Business Management, Early Childhood Education, Social Work, Psychology or closely related field .Four (4) years of supervisory/management experience.  Four (4) years experience in the early childhood education field.

Salary Range:  $50,095 - $56,638 annually                                                                                                               Pay Grade:  13
