HR Generalist
JOB TITLE: HR GENERALIST LOCATION: ORLANDO
DEPARTMENT: FAS-HUMAN RESOURCES
GENERAL DESCRIPTION: Manage all recruiting functions related to the Early Head Start (EHS)/Childcare Partnership program. Responsible for monitoring and tracking training and individual job requirements, leaves of absences and assisting in the administration of the Human Resources office.
ESSENTIAL JOB FUNCTIONS: Responsible for the recruiting function for EHS/CCP positions located internally and externally (CC Partnerships), in accordance with Head Start Federal Regulations and Performance Standards. In partnership with Head Start management, participates in the staffing function.
Establishing and maintaining an ongoing Human Resource relationship with all childcare partners. Advertises internally and externally. Works with external recruiters and employment agencies to identify and recruit candidates. Develops and maintains contacts with schools, alumni groups, and other public organizations to help identify and source qualified candidates. Collects, screens applications and resumes, interviews applicants via telephone to obtain work history, education, training, job skills, and salary requirements, and to provide information about the organization and position. Coordinates formal interview with EHS/Childcare partners, Policy Council representatives, other applicable staff, and available parent volunteers. Responsible for preparing new hire documents for selected candidate including but not limited to documented reference checks, conditional job offer, drug-free workplace testing, medical examinations , background screenings and completion of other necessary correspondence. Facilitate new hire HS/EHS Orientation and other training as necessary. Prepare and extract monthly reports from HR database with regard to recruitment, training, and job requirement functions for HS/EHS. Prepare and extract monthly reports from HS/EHS database with regard to training and job requirement records. May coordinate participation, display material and responsibilities for job fairs and other presentation opportunities independently and/or with the Recruiter. Coordinate with DCF, Education Specialist, and other applicable HS/EHS staff to monitor and reconcile required trainings for each employee against actual training completed. Collaborate with Education Specialist to maintain and monitor employee records and agency resources that relate to completion of the DCF 45 State Mandated Hours, National CDA, CDA renewal, Associate degree in Early Childhood education or 18credit hours of Early Childhood education courses for any employee with a degree considered out of the early childhood development field as required by Head Start Performance Standards. Maintain and monitor current record of TB tests, Physicals, CDA renewals, CPR and First Aid. Communicate upcoming deadlines of job requirements to employees via certified mail and via email to management. Immediately report and document any areas of non-compliance to Head Start management and other Human Resource staff that may apply on a continuous basis. Complies with, monitors, and processes all medical leave, Family Medical Leave Act (FMLA), personal and military leave requests. Processes and tracks all requests to ensure compliance with Agency policies and all other external laws, statutes, and regulations. Conducts and presents new hire orientation modules. Attend internal and external HS/EHS, Agency and Human Resource trainings, as needed. May attend Policy Council meeting to communicate/report Human Resource efforts, requested duties and confirm the effectiveness of inclusion/exclusion of Head Start policies and procedures that may affect any Human Resource function. Maintains personnel files to ensure the files are kept in order and contain all required documents; includes filing employee correspondence, records, background checks and a variety of personnel related paperwork. May audit staff personnel files including off-site employee files to ensure compliance and consistency. In conjunction with the Human Resources Manager, sets goals to maintain compliance with Head Start performance standards, regulations, self-assessment outcomes, and COA. Assists HR team with the Heart of Florida United Way annual campaign. Participates in the Agency’s Quality Improvement Program.
MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE: KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, personnel information systems, resource allocation and coordination of people and resources.
Knowledge of business English, spelling, grammar and punctuation, in order to prepare, update and read documents and correspondences. Ability to gain knowledge of Agency and Head Start program terminology in accordance to the Head Start Performance Standards and all other applicable laws and regulations related to the Head Start program. Ability to gain knowledge of the Agency, program terminology, and the Agency’s policies and procedures. General knowledge of various employment laws, including Fair Labor Standards Act, those enforced by EEOC, as well as other applicable state and federal agencies.
EDUCATION AND EXPERIENCE:
- Graduation from an accredited -four-year college or university with a Bachelor’s Degree in Human Resources, Business Administration, Management or related field.
- Two (2) years experience in a Human Resources function, including recruiting.
SALARY: $36,630-$41,413 per year w/ Excellent Benefits PAY GRADE: 10
