National Airlines is currently searching for: Director, Operations Control Center (OCC)
National Airlines, based in Orlando, FL, operates passenger charter service as well as customized military and commercial air cargo carriage worldwide. National Airlines specializes in over-sized, time sensitive, and special handling requirements, utilizing Boeing 757-200 and Boeing 747-400 aircraft to accomplish its missions.
The primary role of the OCC Director is to manage and direct National Airlines’ Operations Control Center, which consists of Crew Schedulers, Mission Planners, Dispatchers, Duty Managers and a Manager of OCC. The Director of OCC is responsible for making decisions to ensure the safe, efficient and compliant movement of aircraft and crew around the globe.
Essential Functions:
• Responsible for the overall OCC operation, including its workforce, systems, and policies
• Ensure compliance with all applicable regulations, Company manuals, and Company policies
• Manage any mid-level managers in the OCC and, when necessary, directly manage the OCC workforce.
• In cooperation with the Manager of Training, ensure the OCC Training Program is effective and current, and all department team members are properly trained, checked/tested and qualified in accordance with National Airlines’ approved/accepted manuals
• Assess whether all Operations Control Center personnel have sufficient tools and facilities to perform their job functions with the highest degree of safety, and work within the Company structure to obtain improvements when and where necessary
• In partnership with Human Resources and in conjunction with the Director of Operations (DO), continually assess staffing design, strengths and weaknesses, and propose improvements to elevate the department’s performance and minimize safety risks
• In partnership with HR, design and adopt a shift schedule and an equitable system for assigning shifts
• Develop Managers, Duty Managers and all others in the department in order to provide required skills and competencies necessary for an efficient and effective OCC unit
• Continually assess the systems utilized in the OCC, propose changes and upgrades, work closely with the Company’s IT department to enhance systems, and oversee transitions if any changes are made
• Work with other key National representatives (e.g., Sales), to timely resolve issues related to flights or OCC decisions/performance with clients, customers and vendors
• Coordinate with the DO, Chief Pilot, Director of Quality Control and Director of Maintenance on the daily activities and upcoming schedules to ensure there are no conflicts and/or situations that could affect the safety of a flight
• Ultimately responsible for generating aircraft and crew utilization reports, and designing other reports to inform other National Airlines and Corporate Officers of the OCC’s/Company’s performance, highlighting opportunities and risks
• Plan and implement IROP (irregular operations) initiatives such as major cancellations or delays; Identify systemic causes and put together a plan of correction
• Notify and respond to management/senior management questions on a real-time basis regarding operational problems such as accidents, major incidents, and/or newsworthy events
• Issue general information to all concerned departments within National Airlines
• Act in concert with other key personnel as central problem solver or trouble shooter in response to telephone calls from crew, stations, and/or maintenance personnel by providing advice or direction for appropriate resolution of problem
• Work closely with National’s Designated Employer Representative to ensure all traveling crewmembers who are listed for random drug and/or alcohol testing each quarter are located, delivered last minute notice of testing, and appropriately tested, at all times holding all information related to the random testing list, tests, and results as strictly confidential
• Communicate with appropriate government agencies regarding security threats worldwide (mainly after normal business hours), as well as coordinate with Government Officials and STAT-MD of UPMC regarding accidents, incidents, and/or injuries to crew members and/or passengers
• Implement operational changes in response to security threats, working in close cooperation with concerned local/state/national agencies and departments within National Airlines
• Stay current on worldwide events that could impact National’s operations, and stay informed on significant projects or contracts that National is pursuing,
• Perform other duties as assigned by team leader

Supervisory Responsibilities: Responsible for Crew Schedulers, Dispatchers, Mission Planners and the Manager of OCC. The overall success of the OCC team rests with the Director.
Qualifications:
• College degree preferred, preferably in Airline Operations / Flight Dispatch
• An extensive knowledge of all applicable regulations (e.g. crew rest).
• Minimum of ten (10) years’ experience in an airline Operations Control/Flight Dispatch/Flight Following office or center, preferably with International flight experience.
• Minimum of five (5) years’ of OCC management experience
• Must poses an Aircraft Dispatcher’s License
• Extensive understanding of schedules and fleet operations
• Extensive experience with OCC-related computer systems and programs
• Able to maintain a high level of accountability and confidentiality
• Must be an appropriate organizational fit for the National culture, that is, exhibits the highest level of integrity and ethics in every aspect of the job
