Management Analyst

General Statement of Job

Under general direction, the Management Analyst plans, oversees, and provides administrative, budgetary, strategic planning, and work-flow support to the City Manager’s Office; analyzes city-wide practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among City departments and acts as liaison with various projects; and performs related work as required.

Specific Duties and Responsibilities

Essential Functions:

Compiles and/or monitors various administrative and statistical data pertaining to city operations; performs research as needed; makes applicable calculations; analyzes trends; prepares or generates reports; maintains records.

Coordinates development of long/short term goals, objectives, and strategic plans for city departments.

Assists in developing city policies and procedures.

Assists in evaluating the effectiveness of city programs and policies.

Assists in developing City Manager’s Department budget; monitors expenditures; reviews budget requests and makes recommendations, and adminstrative and fiscal records.

Consults with assigned staff or work teams to review work requirements, status, and problems; assists with complex or problem situations; provides advice and technical expertise.

Develop both simple and complex presentations and reports for internal and external stakeholders to communcate the needs, solutions, and goals and objectives of the organization to various groups.

Assists in planning and preparing for board/committee meetings, which may include scheduling meetings, notifying participants, preparing agendas, recording meeting minutes, following up on meeting actions, distributing documentation, maintaining records, or other tasks as necessary.

Responds to complaints and questions related to city operations; provides information, researches problems, and initiates problem resolution.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Conducts or oversees special projects as assigned.

Participates on a variety of interdisciplinary committees and commissions and represents the City to a variety of community and stakeholder groups.

Performs research functions as needed.

Minimum Education and Training

Requires a Bachelor’s degree in Public Administration or Business Administration; Master’s level coursework strongly preferred; supplemented by three (3) years progressively responsible experience involving municipal management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid state of Florida driver’s license.

Minimum Qualifications and Standards Required

Skill Requirements:

Is knowledgeable in the methods, policies and procedures city operations pertaining to specific duties of the Management Analyst. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Understands the role of the department in relation to the entire operations of the City. Has knowledge of the functions and interrelationships of City and other related governmental agencies.

Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has thorough knowledge of modern office practices and technology. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has knowledge of the computer and other technical terminology used within the department; has skill in the use of computers for data and word processing. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities.

Is skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job. Is able to maintain records accurately and with confidentiality as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks. Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to provide assistance to supervisors, co-workers and the general public as needed. Is able to supervise and evaluate the work of others. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.

Knows how to perform duties in a courteous and professional manner and communicates effectively with a variety of public and private groups as prescribed. Is capable of working under stressful conditions as required. Is able to perform tasks effectively despite frequent interruptions. Knows how to react calmly and quickly in emergency situations.

Physical Requirements:

Must be physically able to operate a variety of automated office machines and equipment including computers, general office equipment, telephone, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull

or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Must be able to lift/carry weights of ten to twenty pounds.

Responsibilities:

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
