Position Description
Responsible for the Program Site operations and supervision of the staff. Supports and monitors the delivery of a quality and effective Program consistent with the terms and conditions of the Contract by providing leadership and direction to the staff and youth including the development and management of a Program Site budget, tracking of expenditures, daily program oversight, reporting, materials coordination and resource management.
Essential Duties
- Oversees activities including: ensuring staff adheres to Program policies and procedures; providing an environment conducive to learning and safety, and that effective intervention services are provided to all participants; ensures participants are provided with the supervision and guidance necessary to successfully complete the program.
- Adherence to the Program’s policies and procedures and compliance with the Contract and applicable federal, state, and local laws, rules, ordinances, policies, and procedures. Ensures the completion and delivery of accurate reports to the DJJ and the maintenance of current and accurate data in the JJIS. This will be according to F.A.C. 63D-12.003 and JJIS Business Rule 10-001 and Paxen policies.
- Maintains a caseload of no more than five youths and supervises the case management staff. She/he is also responsible for employee relations at the program site and manages this activity through effective communications, staff meetings, coaching sessions and by providing feedback to staff, both formally and informally.
- Ensure that all staff has successfully completed Pre-Service Training, meet minimum qualifications for his/her position and ensures the operation of a site that delivers services as detailed in the Contract in an environment free of harassment, bullying and discrimination.
- Present information to youth in a clear, effective fashion, address questions or concerns and utilize training and instructional methods that reinforce learning.
- Takes corrective/disciplinary action in a timely manner and in accordance with company policy. Routinely consults with the immediate supervisor and Human Resources to ensure the actions taken are equitable and consistent with the organization's policies and procedures and applicable employment laws.
- Coordinates and provides delinquency intervention service delivery, resolves transportation issues (i.e. coordinating pick-up and drop-off sites); screens and interviews potential staff members.
- Plans and coordinates special events such as graduation and community service events; develops worksites and/or work projects, plans and schedules field trips and guest speakers; communicates on a regular basis with parents and supporting agencies.
- Developing and maintaining positive client relationships with the funding agency, providing constructive feedback directly as well as through written reports and championing program improvement initiatives.
- Ensuring accurate youth records are maintained for each program as required by the funding source. This includes assessments, case management sessions and case notes, tests, reports and other program related information as required.
- Gathering and analyzing data for process improvement; assist process action teams to determine needs for curriculum and /or process improvements.
- Conduct participant drug screenings.
- Promotes and facilitates value-added educational and vocational services.
- Assist in participant curfew checks.
- Provide transportation of youth as needed and will comply with Paxen’s Fleet Safety Program.
- Reports to the Regional Program Manager and promptly notifies her/him of any concerns that might affect overall operations performance.
- Hours will typically be 12pm - 9pm. Will require some flexibility with schedule.
Environment and Physical Activity
Open office that is clean and comfortable and can include driving a vehicle approximately 30% of the time. Non-confined office-type setting in which he/she is free to move about at will.
In the course of performing this position the incumbent spends time writing, typing, speaking, listening, lifting (up to 20 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.
This position may be required to operate any or all of the following: telephone, cellular telephone, and general office equipment including copy and fax machines, calculator, personal computer and related printers. He/she must be able to sit for prolonged periods and work non-traditional hours when needed.

Must be able to: read and interpret documents or instruments, perform highly detailed work, assist or guide problem solving, resolve participant issues, perform mathematical functions, conduct meetings and presentations, prepare written communication, perform analytical reasoning, withstand stress, handle multiple, concurrent tasks and multiple interruptions and feel comfortable working with a diverse, non-traditional student population.
Position Requirements
- Bachelor's Degree in criminal justice, social work, sociology, education, public administration or a related field; and possess a minimum of five years of professional experience working with at-risk or delinquent youth, at least two years of direct supervisory experience and certification in required Florida Department Evidence Based practices. A Master’s Degree may substitute for two (2) years of professional experience.
- Exceptional oral, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, interpret documents, understand procedures, write reports and correspondence, speak clearly.
- Professional in interactions with co-workers, participants, funding sources, the community and in appearance; the incumbent refrains from any conduct that would negatively impact the program or Paxen's reputation.
- Analytical ability is required to gather and summarize data for reports, find solutions to various administrative problems and prioritize work. The position requires continual attention to detail.
- Exceptional oral, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, interpret documents, understand procedures, write reports and demonstrated ability to deliver effective presentations. The incumbent must possess the ability to handle sensitive and confidential situations and continually demonstrate poise, tact and diplomacy.
- Strong process orientation: Detail oriented, logical, and methodological approach to problem solving. Possess the ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures. Demonstrated ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
- Must possess excellent organization, time management, and team building skills, and the ability to provide leadership, supervision and training using positive supervisory techniques to ensure maximum productivity; ability to work with no supervision while performing duties.
- Must be able to withstand stress and handle multiple, concurrent tasks and multiple interruptions; and feel comfortable working with a diverse, non-traditional student population.
- Proficient in Microsoft Office products (Word, PowerPoint, Excel, Outlook).
- A valid Florida driver's license and a vehicle with appropriate insurance coverage, if required to drive in the course of performing assigned duties and responsibilities.
- Must successfully pass a background screening process, which includes a Level II background screening check and drug screening.
