Provide service delivery that will create service wins for both our internal and external customers.
WORK OBJECTIVE
Performs a variety of complex administrative and professional work in managing the Human Resources Department. This position is under the direction of the Assistant City Manager – Administrative Services.
ESSENTIAL FUNCTIONS

Supervises, directs, plans, coordinates, and instructs all areas and personnel within the Human Resources Division.

Ensures human resources programs and policies support organizational values, goals and objectives.

Assesses and monitors department-wide service delivery and ensures the delivery of timely and efficient customer response and support.

Handles the recruitment and selection process.

Identifies organizational and staff development and training needs and ensures training is delivered through internal staff or contracted services.

Provides oversight for research and trend analysis. Responds to and presents reports, recommendations and analysis of human resources related matters.

Directs and oversees sensitive investigations, inquiries and problem resolution.

Directs preparation of the division budget and ensures budget is managed in compliance with applicable policies and procedures.

Ensures the coordination of work activities and programs of the division with other City programs and projects.

Maintains and promulgates necessary departmental rules and regulations in accordance with Personnel Policy and Procedures and other City policies.

Serves as the designee in handling labor relations issues, collective bargaining negotiations, contract application and interpretation and contractual grievance procedures.

Handles all risk management and worker’s comp questions, issues, claims and works with third party claim administrators.

Attends and participates in conferences and meetings of department directors, the City Commission and others as directed.

Oversees the provision of assistance to departments in the handling of employee complaints and grievances; provides staffing for grievance hearings at the Appointed Official level, and manages arbitration activities.

Manages and ensures organization personnel policies and practices are in line with applicable federal, state, and local laws, ordinances, and rules and ensures that managers, supervisors and the workforce complies with these policies and practices, as applicable.

Researches and recommends ways to implement innovative and strategic system and process changes to improve efficiency and responsiveness.

Manages the administration of employee benefit and wellness programs.

Oversees the maintenance and security of all personnel related records and ensures retention and compliance with state guidelines.

Performs related work as assigned.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Human Resources, business or related field and eight (8) years human resources management experience.Graduate degree and SPHR certification highly desirable.
KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of federal, state, and local laws and regulations governing human resources activities

Interpret, apply, explain and enforce applicable laws, codes, regulations, policies and procedures.

Demonstrate proficiency in the use of Outlook, Excel, Word, Visio and PowerPoint.

Ability to analyze human resources issues and problems, make interpretations of policies, and devise effective courses of action.
WORKING ENVIRONMENT / CONDITIONS
Work is performed in an office setting. Intermittent sitting, standing, stooping, crouching, walking and lifting of light objects. Working extended hours may be required as needed.
