PROGRAM NAME: Human Resources
GRADE: D/E 27, Salaried
OBJECTIVE: To oversee the daily field Human Resources operations for an assigned region of CHS.
ESSENTIAL FUNCTIONS MAY INCLUDE:
- Supervise Employee Relations Managers in assigned region; in times of vacancy may assist in supervising other regions and/or field Human Resources staff.
- Guide Employee Relations Managers in providing employee relations, performance improvement, employee discipline, and employee grievance guidance, etc. in assigned region.
- Participate in the planning, development, implementation and evaluation of Human Resources related programs and activities.
- Guide and develop Employee Relations Managers to bring employee relations issues to resolution in a timely, effective, positive and defensible manner.
- Oversee that workplace investigations in assigned area are conducted demonstrating effective listening, probing and investigatory skills with the ability to synthesize data, identify root problems/causes and recommend actions toward resolution.
- Facilitate and continuously evaluate CHS training initiatives and efforts to improve overall CHS supervisory capabilities.
- Maintain supervisory and Human Resources training modules and update as needed. Assist in developing additional training and/or participate in the review and recommendation of off-the-shelf training materials.
- Identify and recommend operational and functional staff training needs on a statewide level.
- Assist the Compensation Department in the development, updating and maintenance of job descriptions and implementation of compensation program changes statewide.
- Act as liaison between the Compensation Department and the Divisions in assigned region.
- Perform supervisory responsibilities specified in COA Standard TS 3:
- Delegate and oversee work assignments so that service delivery is performed according to the organization's mission, policies and procedures and service philosophy
- provide case consultation and in-service training, as appropriate
- identify unmet training needs
- conduct performance evaluations
- support and enhance staff's ability to perform their jobs by teaching and modeling technical knowledge and skills, work management and communication skills and conflict management skills.
- Participate in the quality management process.

REQUIRED: All degrees must be from an accredited university.
- Bachelor’s degree in Human Resources or related field
- Five years of progressively responsible experience in employee relations
- Five years of progressively responsible experience in general human resources
- Three years of supervisory experience
- Florida Driver’s License within 30 days of hire
PREFERRED:
- Master’s degree in Human Resources or related field
- Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification
