CLASSIFICATION:        Environmental Specialist IV

HOURS:            8:00 AM to 5:00 PM 

MINIMUM REQUIREMENTS:         A Bachelor's degree from four-year college or university in a related scientific discipline. Five to seven years of experience in watershed management or water quality assessment is preferred. Must possess a current/valid Florida driver license and maintain insurability under the District commercial automobile coverage. Demonstrated excellence in public speaking, passive listening, oral, and written communication. Proficient in use and knowledge of GIS operation and use of USGS maps for navigation to remote locations. Proficient user of Microsoft Office Suite and other specialty software. Ability to operate boats, 4-wheel drive vehicles with winch, GPS navigation, and portable lab test kits.

RESPONSIBILITIES:    Perform functions to analyze data related to watersheds and prepare annual report for management and others, provide guidance on Federal and State programs that affect RCID interests, guided by precedent and working within the limits of established policies. Continually evaluate watershed data, determine potential areas of concern, and recommend practice modifications and other analyses to mitigate issues. Determine the criticality of issues, identify means of responding and actions required, and make recommendations to management. Coordinate with lab team members to support sampling events, data gathering, and analysis. Recommend areas for investigative sampling for water quality. Investigate pollution sources that are non-compliant with watershed programs. Devise plans for problem mitigation and implementation. Participate in meetings to communicate plans with committees and coordinate project implementation through vendors. Identify and cultivate expert consultants and vendors that may provide services to comply with watershed maintenance programs, rules and regulations. Maintain active professional membership in organization relevant to these programs. Serve on various committees and attend Board meetings held by regulatory authorities to support the laboratory programs. Develop the annual report on the evaluation of all watersheds on  RCID properties to report on their health and how that relates to issues of current interest and State concerns. Create other reports as required. Maintain current knowledge of Federal/State/Local regulations. Serve as point of contact with regulation personnel related to watershed programs. Review and report on the impact of proposed government rules and regulations and represent the District on State advisory committees relating to the scientific issues as directed. Serve as the internal expert to assist with training on scientific issues. Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements. Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies. Perform other related duties as assigned.

WORK ENVIRONMENT:        The employee must be comfortable working around the water and frequently will be exposed to wet and/or humid conditions, outside weather conditions, chemicals and their fumes. Must be comfortable working both in a team and independently.

PAY:        Minimum starting pay is $1,118 weekly.
