We are seeking an individual for a Regular position as a Manager, Talent Management & Development in the Human Resources Division.

Job Purpose:  

Provide leadership, strategic planning, management, and coordination of responsibilities for the health, maintenance, and continuous improvements of enterprise applications. All applications require regular product support, maintenance and patch updates along with project enhancements that align with the corporate strategies of the Commission. Proactively interacts across IT departments and business units throughout the Commission by assessing critical business needs to determine best process design, technical implementation, and cost effective solutions.

 Primary Functions:

 

Consistently drives projects to successful completion –

  • Accountable for all aspects of project management cycle, including but not limited to: defining and maintaining project scope, allocating resources, effectively addressing project impacts, and communicating project status to internal and external client(s);
  • Project feasibility study and cost benefit analysis, to include developing implementation strategies, determining cost, evaluating alternatives, and recommending appropriate plan of action;

  • Review and validate detailed functional, technical, and program application specifications, oversee the creation of tests and/or test data, and monitor execution of test procedures and results. Review, evaluate and recommend design and development alternatives;

  • Coordinate system implementation efforts for support requests to ensure they are completed on schedule and in the most cost-effective manner. Coordination of system implementation efforts will be processed through a formal Change Management structure that ensures coordinated participation across multiple departments, inside and outside of the IT business unit;

  • Communicate appropriate project status updates to effected business units, governance committees and Director; set expectations for delivery of product and service solutions to customers of IT;

  • Implement best practice methodologies for maintaining existing software and ensure product support lifecycle is met;

  • Advocate and monitor application changes to be in compliance with change management committee governance;

     

    Develop effective customer relationships –

  • Act as liaison to Business Units, Integration/Infrastructure and Architecture, providing an advocate for technology initiatives;

  • Anticipate changing customer needs and seek to provide effective solutions and proactively provide alternative approaches and recommendations;

  • Generate statistical reports and data analysis on department related business activities. Provide trend information along with meaningful metrics, observe and measure organizational performance and recommend modifications to existing systems or development of new systems and support services;

  • Lead or participate in strategic planning efforts to optimize utilization of existing software products; which includes partnering with business units to develop business cases for enhancing, upgrading and/or replacing existing applications;

  • Manage vendor relationships for contract and/or service agreements, support, etc.;

  • Provide consultative services to Information Security and Internal Audit as needed;

     

    Supervise project and support team members -

  • Responsible for daily operational support, personnel, budget and administrative functions;

  • Manage department personnel and provide direction on day-to-day activities that include coordination of incident and problem management resolution. Serve as liaison to outside vendor of operational systems;

  • Develop and administer the department operational and capital budgets; which include overseeing the budget/cost functions of technology applications.

  • Additional responsibilities include creating purchase orders, work orders and paying invoices;

  • Develop internal policies and procedures for the effective running of the department;

  • Manage staff personnel to include the hiring, interviewing, and evaluation of employee performance,  including training and professional development of staff;

  • Manage the work of the development team and all other resources (internal and external) ensuring compliance with standard operating procedures, quality development, and documentation standards;

     

    Production/Operations Support -

  • Manage corporate enterprise and resource planning applications (i.e. Oracle EnterpriseOne, Oracle Customer Information System (PSERM, CCB), Oracle Meter Data Management, Oracle Smart Grid Gateway, Elster Energy Axis, EMC Documentum Enterprise Content Management System, CGI Outage Management System, CGI PragmaCAD, Unify Telephony, Unify Unified Communications, Interactive Voice Response (IVR), Business Intelligence (BI), data warehouse, Enterprise Service Bus (ESB), and other related key systems);

  • Coordinate and manage planned and unplanned system outages, which includes coordination with other OUC departments on issues, application and product enhancements;

  • Develop and maintain product roadmap for department supported applications. Roadmap plans should include future application upgrade requirements;

  • Identify computer, server, hardware and software needs and coordinate the specifications, purchase and configuration;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to the following:

    • Enterprise applications

    • Computer Programming and Application Development

    • Research and Pilot New Technologies

    • Technology (lead by example)

    • Weekly summary of work produced and monitoring SLA and key performance metrics

    • Review budget reports

    • Analysis utility application and database infrastructure

    • Electric and/or Water utility

    • Project management and contractor/vendor management experience

    • Quality Assurance methodologies, use of estimating techniques, and Disaster Recovery procedures;

    • Preparation of performance evaluations;

       

  • Familiarity with all, but not limited to the following:

    • Software Applications (i.e. PSERM, CC&B, AutoCAD, Microsoft Project, Visio)

    • Learn/know other back office business systems

    • Review timesheets and attendance records

    • Project Management Institute (PMI)

    • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

  • Develop Return on Investment and other Project Key Performance Indicators;

  • Prepare accurate Commission Agenda Items, Budgets (Capital and O&M);

  • Manage project costs (work orders, invoices, actuals versus budget);

  • Strong technical and utility application capabilities;

  • Key technical resource for core business capability and product management to ensure synergies throughout all IT areas;

  • Leadership and/or Project Management skills required. Problem-Solving and Decision-Making ability, especially in crisis situation;

  • Excellent verbal and written communication skills;

  • Understand and apply governmental accounting practices in maintenance of financial records;

  • Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;

  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  •  Bachelor’s Degree in Computer Science, Information Technology or Business Administration or related field of study from an accredited college or university
  • Seven (7) years of progressive experience in enterprise applications and services
  • Three (3) years of management/supervisory experience
  • Previous experience working in a Product Delivery IT organization
  • To be completed within six (6) months of hire:
    • Stay current on Assigned Enterprise Applications
    • Attend continuing educational opportunities
