Position Summary:
Perform functions to supervise the operations and staff of 911 Emergency Services team, and provide direction and support to emergency situations, making decisions based on conclusions for which there is little precedent.
Essential Functions:
- Serve as the District’s 911 Coordinator. Oversee department responsible for 911 Emergency System and manage response to emergency situations. Ensure all equipment and procedures comply with local, state and federal mandates. Coordinate repairs and revisions as necessary.
- Oversee Emergency Medical Dispatch and Emergency Fire Dispatch applications. Follow the State 911 Plan and ensure employees meet compliance with accreditation requirements. Provide employee improvement plans to correct deficiencies.
- Evaluate emerging technology, and recommend purchase and implementation of new technologies to increase efficiencies. Coordinate wireless communication resources with surrounding local and state agencies. Manage the District’s two-way radio communication system.
- Coordinate budget and records preparation and control. Prepare department activity reports.
- Monitor hazardous weather conditions. Assist in coordination of Emergency Operation Center activities. Maintain a constant state of readiness for emergency situations. Develop Communications Center response and recovery plans.
- May serve as Public Information Officer: develop and implement communication policies and procedures to protect and enhance Reedy Creek Improvement District’s reputation and image. Serve as spokesperson and represent RCID through media relations. Issue management and public affairs communiques with focus on brand/reputation management to media outlets world-wide.
- Monitor department response analytics, analyze results, produce reports, and make recommendations to improve response times and effectiveness.
- Train and assign department team members. Provide technological oversight, direction and mentoring, develop and communicate performance metrics to assess the effectiveness of team, both as a department and individually. Evaluate performance and provide counseling, cross training and coaching to employees. Maintain harmonious team/employer relations.
- Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements.
- Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
- Perform other related duties as assigned.
Supervisory Responsibilities:
Directly supervises employees in the Communications Division. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, coaching, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Competency:
- Comprehensive knowledge of all aspects of emergency service operations and related communications equipment, including 911 communication center software and equipment.
- Demonstrate proficiency in Windows applications and other applicable software.
- Ability to communicate complex concepts both in written and oral format, including public presentations.
- Ability to operate and train others in radio systems and other emergency-related equipment as position requires.
- Florida Driver License with insurability.
Education/Experience Requirements:
- Bachelor’s degree from accredited university in Fire Science, Public Administration, Communications, Emergency Management, or related field. Must be obtained within 2 years as a condition of continued employment.
- Florida Public Safety Telecommunication certification.
- EMD/EFD Certification.
- CPR certification.
- Five to seven years of experience.
All certs & licenses must be active at time of submission, and copies are required.

DRIVING REQUIREMENTS:
• Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
PHYSICAL DEMANDS:
• While performing the duties of this job, an employee is regularly required to sit, stand, walk, touch, speak, hear, and see. An employee is occasionally required to bend, kneel, reach, twist, carry, climb, push and pull.
• An employee must lift and/or move small articles and occasionally lift objects up to 20 pounds.
• An employee must demonstrate fine motor skills and to be able to operate vehicles and other equipment.
• An employee is occasionally required to work in heat, cold and wet/damp conditions and to navigate uneven and/or outdoor terrain.
• Certain positions may require work above ground or in enclosed spaces.
• Certain positions may have requirements of 50 pounds maximum lifting with frequent lift/carry up to 25 pounds.
• Positions requiring strength demands in the Heavy and/or Very Heavy category have detailed physical performance analyses available for review.
PAY: Pay ranges from $1,416 to $1,600 per week.
