The Multi-Reconfigurable Training System (MRTS) is a $45M five year program to develop Navy training systems using 3D gaming technology.  The MRTS Program Manager will lead a team of primarily software and graphics engineers developing 3D trainers for maintainers and operators of Navy systems such as submarine launch systems, shipboard communication systems and carrier catapult launch systems.  Individuals should have experience leading and managing an engineering team through the engineering development process.  They should be proficient in the use of Microsoft Project to plan and monitor the progress of the team against program tasks and milestones.  The MRTS Program Manager will be responsible for multiple on-going projects and coordinating resources across the multiple projects to meet program requirements.

 

Job Summary: 

Manages program to ensure that implementation and prescribed activities are carried out IAW specified objectives. Plans and develops methods and procedures for implementing program, directs and coordinates program activities, and exercises control over personnel responsible for specific functions or phases of program management. Responsible for expenditures placed against the contract budget and accountable for the technical quality, content, and results of performance to customer SOW or PWS requirements.

Essential Duties and Responsibilities:

  1. The program manager has full responsibility for all phases of the program
  2. Leads the program team to meet the customer’s requirements.
  3. Coordinates with the technical team to develop the program management plan and schedule to meet the program requirements.
  4. Organizes, directs and coordinates multiple projects across the program.
  5. Monitors program’s cost, schedule and technical performance and takes appropriate actions to address and correct problems.
  6. Primary company interface with the customer.
  7. Applies risk management principles to identify, track and mitigate program risks.
  8. Manages and tracks subcontractor’s performance in meeting their requirements.
  9. Prepares reports that status senior management on program’s performance.
  10. Prepares proposals in response to customer RFPs.

Non-Essential Duties and Responsibilities:

  • Participate in process action teams to improve management processes.
  • All other duties as required.

Basic Requirements (Competencies)

Education / Experience:

Bachelors in a Business or Engineering related field, PMP certification preferred. Seven years experience in direct Program Management.

U.S. citizenship required. Must be able to obtain a DoD personnel security clearance at the designated level.

Computer Skills:

Advanced Level: To perform this job successfully, an individual should have knowledge of MS Office products including word processing, spreadsheet, presentation, and project management software, use the Internet, and use database software to create and maintain more complex documents and data entries. At advanced level of proficiency; create diverse standalone or integrated documents or reports with varying complexities to support program operations, financial reporting, human resources reporting and analysis, or other required business documents as needed. May make presentations and explain data contained in documents or reports to management.
