SUMMARY
Works with a team of other Data Scientists and BI Middleware Administrators to perform in depth data analysis and research in order to drive decisions and strategies at all levels of the ministry. The Data Scientist will be responsible for communicating with ministry leaders and technical peers to facilitate and implement data strategies. The Data Scientist will leverage a variety of technical tools to perform the tasks associated with data analysis.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for modeling complex business problems, discovering business insights and identifying opportunities through the use of statistical, algorithmic, mining and visualization techniques.
- Design, create and implement data analysis using analytical and database tools such as R, OBIEE, SQL, PL/SQL and other industry standard tools. This includes coding, testing, debugging, deploying and distributing analysis.
- Implement improvements, upgrades and changes to existing analysis, dashboards, and decision making processes (including mobile, web and Enterprise applications).
- Validate analysis through appropriate unit and system testing.
- Tuning analysis (using SQL, R, dashboards, reports, marketing/segmentation, etc.) to improve the performance of analytical functionality.
- Provide active technical support for data analysis to our user community. This includes review of current analysis to detect and fix coding errors as well as creation of new analytical insight.
- Gather and extract data requirements from functional requirements and process definitions through both written and oral communication with users and other technical resources.
- Perform data analysis to identify appropriate data sources, key facts, and dimensions that support the business requirements.
- Design, build and manage Business Models used to provide insight into specific business needs.
- Capable of researching diverse data sources for inclusion in the analytics environment. This includes designing and implementing integration processes through the use of Extract, Transformation and Load (ETL) processes. Provide support for ongoing marketing initiatives including analysis related to segmentation and list format creation.
OTHER RESPONSIBILITIES
- Analysis of code to find causes of errors and resolve those errors.
- Coordinate with appropriate Digital Strategies staff in the implementation of changes to the BI environment
- Respond to and resolve service requests from customers. These may be in the form of inquiries or HelpDesk tickets.
- Build strong working relationships with other teams, including Oracle BI Middleware Administrators and DBAs.
- Proactively acquire knowledge of current and new BI technologies and strategies; regularly apprise management of opportunities these technologies present.
- Performs other work-related duties and special projects as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
- Exposure to R or SAS
- Knowledge of database terminology and functionality
- Basic knowledge of SQL and RDBMS systems
- Working understanding of ETL functionality

EDUCATION and/or EXPERIENCE:
Bachelor’s degree in Statistics, Mathematics, Analytics, Computer Science, Engineering, or related field.
