CLASSIFICATION:    Chief Building Inspector

HOURS:40 Hours Per Week 

POSITION SUMMARY:    
Perform functions to supervise the building inspection staff and enforce the EPCOT Building Code, for compliance with codes, state
laws, and regulations, related to construction within the RCID, guided by precedent and working within the limits of established
policies.

MINIMUM REQUIREMENTS:    

  • Two-year college degree or technical training in Construction Management, Business Management, Engineering, or related discipline.
  • State of Florida, Department of Business and Professional Regulation License.
  • Inspector and Standard Plans Examiner License.
  • Building Code Administrator License preferred.
  • Five years of experience as a Building Inspector.
  • Regular, dependable attendance required.

COMPETENCY: 

  • Thorough knowledge of possible structural and building defects and flaws of effective corrective measures and related codes, laws and regulations governing construction.
  • Thorough knowledge of the methods, materials and techniques involved in building construction and related activities.
  • Thorough knowledge of laws and regulations governing construction and the ability to read and interpret construction documents.
  • Considerable knowledge of the history of construction development, general practices, materials, and techniques in the Reedy Creek Improvement District.
  • An ability to use computers and some knowledge of the principles and practices of modern office management are required.
  • Ability to read plans and specifications and to determine their compliance with established standards.
  • Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
  • Ability to establish and maintain effective working relationships with other employees, contractors, building owners,
  • craftsmen and the general public.
  • Considerable knowledge of the methods, materials and techniques involved in building construction. Knowledge of possible structural/building defects and effective corrective measures.
  •  Ability to establish and maintain cooperative relationships with fellow employees, contractors, the general public, architects, engineers, and public officials.
  • Computer and data entry skills.

RESPONSIBILITIES:    

  • Serve as an administrator and leader in senior position, supervising Building Inspection team.
  • Manage and deliver inspection services.
  • Ensure new building construction and any building repairs or alterations are compliant with EPCOT Building
  • Codes, state laws, and regulations. 
  • Interpret code concerns and compliance recommendations for owners and contractors. 
  • Assist in the evaluation of requirements governing the use of innovative building designs, materials and construction systems.
  • Serve as a lead in planning and implementing inspections of various building safety systems requiring routine examination. 
  • Prepare reports related to building inspection activities as requested by management.
  • Coordinate Annual Power Tests.
  • Meet with owners and contractors to discuss building code requirements relating to building construction.
  • Train and assign department team members.
  • Provide technological oversight, direction and mentoring, develop and communicate performance metrics to assess the effectiveness of team, both as a department and individually.
  • Evaluate performance and provide counseling, cross training and coaching to employees.
  • Maintain harmonious team/employer relations.
  • Support Building Official and Deputy Manager.
  • Perform Administrative duties as required.
  • Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements. 
  • Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
  • Perform other related duties as assigned.

DRIVING REQUIREMENTS:
Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
 
PHYSICAL DEMANDS

  • While performing the duties of this job, an employee is regularly required to sit, stand, walk, touch, speak, hear, and see.  
  • An employee is occasionally required to bend, kneel, reach, twist, carry, climb, push and pull.  
  • An employee must lift and/or move small articles and occasionally lift objects up to 20 pounds. 
  • An employee must demonstrate fine motor skills and to be able to operate vehicles and other equipment. 
  • An employee is occasionally required to work in heat, cold and wet/damp conditions and to navigate uneven and/or outdoor terrain. 
  • Certain positions may require work above ground or in enclosed spaces.
  • Certain positions may have requirements of 50 pounds maximum lifting with frequent lift/carry up to 25 pounds.
  • Positions requiring strength demands in the Heavy and/or Very Heavy category have detailed physical performance analyses
  • available for review.

PAY:
Wage ranges between $1,323 and $1,589 per week; 34 paid days off, competitive salary, FRS retirement, Walt Disney World
