Highly responsible professional and administrative position, directing all operations and aspects of the Environmental Services Department for the City of Clermont.  Oversees and is responsible for a considerable variety and volume of work related to the City's water production, distribution, wastewater treatment, wastewater laboratory, effluent disposal, collection system, reuse system, stormwater system, sanitation, and recycling, including design, review, and construction management. Manages or assists in the planning, designing, monitoring/managing of projects and programs for new construction, renovation and improvement projects. Develops/recommends short and long -term planning and development of infrastructure, policies and procedures.  Oversees operational policies and procedures regarding the installation, maintenance, repair and/or practices of the water and wastewater treatment process, water distribution, wastewater collection network, stormwater system, sanitation and recycling. Directs, provides guidance and supervises department personnel. Work is performed under general administrative direction and requires a considerable amount of independent judgment.

Please note: There is no set pay scale for Director level positions. Salary will be determined by City Manager based on education and experience.

This position is exempt. (Fair Labor Standards Act overtime provisions will not apply.)

Primary Duties: These job functions are not to be construed as a complete statement of all duties performed.  Employees may be assigned additional duties by the City Manager as deemed necessary.

  • Plans, directs and manages the development and delivery of environmental services functions outlined in the general description.
  • Develops short and long-range departmental strategic plans, and oversees the implementation of plans to ensure adherence to organizational standards, federal and local regulations, policies and procedures, and makes adjustments as needed.
  • Develops and implements department specific operational policies and procedures.
  • Directs and supervises personnel in the efficient and effective use of available resources.
  • Reviews new projects for conformance with utilities land development regulations.
  • Prepares and administers the departmental budget, monitors and controls expenditures, and reviews and approves purchase requisitions and invoices.
  • Ensures compliance with regulatory rules and changes, including the development and training of personnel, revision of programs and procedures to implement and maintain regulatory requirements and standards.
  • Supervises department staff, including selection, establishing staffing standards, organizing training, assigning and evaluating work, coaching and counseling, discipline up to and including termination, and preparing periodic employee performance evaluations.
  • Oversees the preparation of plans and specifications and the negotiation and administration of contract documents for City projects.
  • Serves as project manager on contracted projects, including cost management, schedule coordination and monitoring of contract terms and conditions.
  • Evaluates and supports stormwater systems requirements, City of Clermont water consumptive use planning and permitting, water distribution and wastewater systems enhancements and upgrades, and general development planning.
  • Receives and responds to employee and public inquiries, concerns and complaints regarding responsibilities and services provided by the department.
  • Oversees administrative matters such as conducting special studies, reviewing or preparing Council agenda items, and preparing routine or special reports
  • Prepares and/or directs the preparation of various reports, presentations, recommendations and other documents as required by the City, state, federal and/or other agency.
  • Conducts staff, committee and other meetings and conferences. Prepares and makes oral and written presentations to exchange information, including presentation to the City Council.
  • Attends training, seminars and conferences, and conducts research to stay abreast of legislation and trends.

 Minimum Qualifications: Education and Experience:
An equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

  • Eight (8) years of responsible public utilities experience, including project management, with at least five (5) years of utility operations experience and five (5) years of employee supervision.
  • Bachelor's degree in Public Administration, Business Administration or a closely-related field.

Licenses, Certifications, and/or Registrations:

  • Class "B" Certification in Wastewater Operation.
  • Class "B" Certification or greater in Water Operation
  • Valid Florida Driver's License

Knowledge, Skills and Abilities:

  • Knowledge of operation, maintenance and construction of reclaimed water facilities, wastewater collection system including lift stations, potable water production and distribution systems, stormwater systems, sanitation and recycling.
  • Skilled in effectively working with professionals and the general public, including preparing written and oral presentations.
  • Ability to read and interpret City Codes, specifications, site and construction plans, as well as follow technical oral and written instructions.

Environmental Conditions
Works inside in an environmentally controlled space, but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time and exposure to construction and water/wastewater site hazards, traffic, and moving machinery during site inspections.  It is essential that the Environmental Services Director is alert to safety hazards in the field.
