Job Overview

Orange County Clerk of Courts (OCCC) takes great pride in crafting an environment of value and collaboration.  The Organizational Development (OD) Manager will design a framework that aligns Talent with business initiatives.  The individual contributor is responsible for design, development, and implementation of OD programmatic content that integrates strategy, structure, and change.  This includes; 1) guiding the use, implementation and measurement of organization wide cascading goals resulting from strategic planning, 2) systems and capabilities that support structural solutions with enhancement to organization wide team development, and 3) whole system interventions and transformation designs that are supported with change and transition management. Beyond consultative responsibilities, this position is a contributing member of the OD/TM leadership team advancing the alignment of OD initiatives with the Strategic Direction of OCCC.

Essential Duties

Function: Strategy

  • Facilitate the annual organization strategic planning process
  • Ensure a shared vision is maintained across functions
  • Measure the success of critical success factors
  • Define the organization wide drivers required to advance strategic goals
  • Articulate and continuously make relevant strategic positioning statements
  • Translate organization goals framing cascading functional goals with Division Leadership
  • Facilitate the quarterly review of overall strategic plan and provide recommendations to improve

Function: Structure

  • Design organizational structure concepts using relevant OD theories that evolve with strategy
  • Identify division level leadership and team development enhancements and solutions
  • Align organizational competencies with strategic intent
  • Integration planning using systems analysis outcome
  • Build well-understood relationship between Key Performance Indicators and proactive decision making related to organizational structure

Function: Change

  • Create and implement transformation initiatives that advance vision attainment
  • Design change management interventions in response to dynamic shifts in current state positioning
  • Develop vertical and horizontal transition communication planning
  • Collaboratively partner with stakeholders as a Subject Matter Expert on change and transition management
  • Action item outcome from organization effectiveness process improvement initiatives that are intentional, sustainable, and yield best practices

Function: Other Duties

  • Lead special projects as assigned
  • Review data to identify any patterns, trends and opportunities for improvement
  • Maintain a current view of OD trends and new applications

  • Operating a personal computer in Windows environment and utilizing word processing (MS Word), spreadsheet (MS Excel), and presentation (Power Point) applications.

Minimum Qualifications

Required:

A Bachelor’s degree in OD, Organizational Effectiveness or related field and a minimum 5-7 years of progressively responsible OD experience including demonstrable results achieving key business initiatives and in-depth knowledge OD systems and tools.

Preferred:

Master’s degree in OD or related field with an OD certification.
