Provide vision and executive leadership for the Human Resources division to include recruitment and retention, compensation and benefits, succession planning, change management, organizational and performance management, and training and development. Develop Human Resource strategies and initiatives which align with and support the District’s mission. As a member of the executive team at Reedy Creek Improvement District, the Manager of Human Resources is accountable for providing leadership through the articulation and execution of Human Resource initiatives.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Business, Human Resources, Labor Relations, Organizational Psychology or similar discipline; Master’s degree in Human Resource Management, Organization Development or similar discipline strongly preferred.
- Ten (10) or more years in progressively responsible leadership positions with several years in each of the following HR disciplines: recruitment, labor relations, employee relations, performance management, retention, compensation, benefits, training; leadership coaching experience is a plus.
- Proven experience in a medium to large public agency or highly regulated service driven industry such as hospitality, banking, hospitals, hotels, etc., with a minimum of three hundred (300) employees.
- Regular, dependable attendance required.
COMPETENCY:
- Demonstrate broad knowledge of all aspects of the Human Resources discipline, to include: employee relations, training and development, performance management, compensation analysis, succession planning, benefits administration, talent acquisition and employee retention, and budget administration – with broad exposure and practical experience in all aspects of Human Resources management.
- Experience providing Human Resources support in a public entity union environment is preferred.
- Strong understanding of business processes and protocols; General knowledge/understanding of the operations of county government and state agencies.
- Demonstrate leadership with the ability to ensure intended business results are achieved - including timeliness and quality.
- Proven accountability for results in a performance management environment.

- SPHR or SHRM-SCP certifications strongly preferred.
- MS Office Suite (MS Word, MS Excel, MS PowerPoint, Outlook).
- General understanding of HRIS and talent management systems is helpful.
RESPONSIBILITIES:
- As a member of the RCID Leadership Team, build an HR strategy which aligns with the missions and goals of the organization.
- Create and reinforce a culture of accountability through effective oversight of work quality and delivery of business operations.
- Design and direct long-term division operations and tactical strategies with respect to human resource projects, staff augmentation and succession planning, benefit coordination, and employee and labor relations.
- Establish priorities, goals, and objectives through collaboration and consultation with the District Administrator and leadership team; evaluate staffing levels and organizational structure for effective work performance and efficient resource allocation.
- Lead and manage the HR organization through the implementation and reinforcement of performance-based metrics.
- Act as the District’s organizational liaison between the third-party labor relations contact and union leadership, remaining objective at all times. Consult with legal counsel and District Leadership to ensure that District Human Resources Policy complies with Federal and State laws; work with counsel with regard to risk mitigation and resolution on employee relations issues and potential or ongoing litigation.
- Provide oversight and guidance as needed with regards to internal investigations, employee relations, training and development, compensation analysis and guidelines, performance analysis and planning.
- Provide guidance to organization on Human Resources capabilities and develop creative “out of the box” solutions.
- Conduct regular staff meetings with the Human Resources team; prepare and deliver updates to Executive Leadership.
- In conjunction with the Technology Services team, assist with the development and maintenance of the Human Resources Information System to ensure the District’s needs are met on an ongoing basis.
- Prepare and manage department’s annual operating, capital and supplemental budgets; monitor activity to ensure proper use and allocation.
- Oversee the compilation and maintenance of employee records, as required by law and District policy.

DRIVING REQUIREMENTS:
- Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
PHYSICAL DEMANDS:
- While performing the duties of this job, an employee is regularly required to sit, stand, walk, touch, speak, hear, and see. An employee is occasionally required to bend, kneel, reach, twist, carry, climb, push and pull.
- An employee must lift and/or move small articles and occasionally lift objects up to 20 pounds.
- An employee must demonstrate fine motor skills and to be able to operate vehicles and other equipment.
- An employee is occasionally required to work in heat, cold and wet/damp conditions and to navigate uneven and/or outdoor terrain.
- Certain positions may require work above ground or in enclosed spaces.
- Certain positions may have requirements of 50 pounds maximum lifting with frequent lift/carry up to 25 pounds.
- Positions requiring strength demands in the Heavy and/or Very Heavy category have detailed physical performance analyses available for review.
PAY:
Minimum starting rate is $2,155 weekly – negotiable, depending upon qualifications and experience. Position is eligible for FRS retirement, robust health insurance coverage and additional perks.
