Position Summary:
Responsible for managing the systems that track income, assets, expenditures, and debt, payroll support and/or preparation, cost allocation. Records the financial transactions of the Coalition and supports the Chief Administrative Officer with short-term and long-term financial planning for the Coalition. Responsible for revenue and expense projections, grant tracking and fiscal monitoring of sub-recipients. Must maintain confidentiality of all coalition employees’, vendor and client information/data.
 

Essential Job Functions:
I. Accounting and Finance

  • Creates and maintains payroll and accounts receivable files.
  • Reviews and posts accounts payable API voucher batches.
  • Assist with the reviews of aged accounts payable report on a weekly basis to ensure timely payment per established state regulations and as directed by Chief Administrative Officer.
  • Responsible for the bi-weekly payroll (exempt and non-exempt), and review of benefits deductions coding in MIP Fund Accounting payroll module.
  • Tracks employees’ PTO and verifies consistency with employee’s timesheets.
  • Prepares and records asset, liability, revenue and expense entries by compiling and entering account information into MIP Fund Accounting software.
  • Maintains and balances general ledger accounts by verifying, allocating, reconciling transactions and resolving discrepancies.
  • Responsible for preparation and processing of monthly allocation pool for month-end close out.
  • Month-end and fiscal year-end closings, and reporting for shared cost categories.
  • Prepares for submission the monthly financial invoices and reports on/or before the 15th of each month to OEL and other funding sources.
  • Prepares audit reports and monthly/annual financial statements.
  • Monthly monitoring and reporting of cash flows.
  • Assists with annual match fundraising event budget, financial reporting and analysis.
  • Collaborates with the Chief Administrative Officer and / or Department Directors on developing budgets, including analysis and review of department budgets.
  • Any other duties or responsibilities to support the mission or responsibilities of the Coalition as assigned by the Chief Administrative Officer.

JOB DESCRIPTION
II. Compliance

  • Responsible for annual monitoring of sub-recipients, as directed by Chief Administrative Officer.
  • Responsible for the quarterly external desk review monitoring with Florida’s Office of Early Learning (OEL) including submission of required documentation.
  • Assists with all on-site monitoring visits by OEL, including but not limited to annual fiscal review.
  • Assists Chief Administrative Officer with preparation for annual auditing.
  • Resolves and submits returned funds, including restitutions, to OEL including the submittal of all required documentation per the OEL and ELCOC policies and procedure guidelines.

III. Development/Training/Technical Assistance (TA)

  • Assists in the development of annual budget and entering into MIP Fund Accounting software.
  • Responsible for ongoing organization and effective maintenance of official Coalition financial records.
  • Other duties as assigned.

  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.

  • Ability to effectively communicate sensitive information and exercise sound judgment.
  • Knowledge of basic customer service techniques.
  • Ability to work and communicate with people from various multi-cultural backgrounds and socio-economic levels.
  • Ability to establish and maintain effective working relationship with a variety of constituents.
  • Ability to solve problems and manage a variety of variables.
  • Demonstrate knowledge of accounting and budgeting practices of GAAP, OMB Federal Regulations and Florida state statutes and requirements.
  • Proficient in the operation and use of personal computers and computer software applications (Microsoft Office Suite). Ability to navigate the Internet.
  • Knowledge of accounting software, preferably Abila MIP Fund Accounting.
  • Must possess a valid Florida Driver’s License with ability to travel to off-site locations.
  • Ability to work flexible hours and schedules, i.e. occasional Saturdays or evening hours.
  • Professional appearance and presentation.
  • Occasional lifting of office equipment and supplies of less than 30 pounds.

Education and Experience

  • Bachelor’s Degree in Accounting or Finance with three (3) years of experience in Public Grant Management knowledge is required; or
  • Associate Degree and five (5) years of experience in public grants and/or non-profits.
  • Must demonstrate a working knowledge of not-for-profit leadership and government rules and regulations.
