This is highly responsible work involving overseeing the Law Enforcement Accreditation Process for the Police Department; department liaison with the Commission for Florida Law Enforcement Accreditation (CFA); assists staff in resolving quality assurance and accreditation non-compliance issues and findings; monitors measures designed to meet Commission Standards; completes, updates, and submits required reports, documents and forms pursuant to applicable accreditation regulations and in accordance with Department policy/procedure; maintains standards files for primary and secondary proofs of compliance; draft, update, revise and maintain department policies; prepare the Department for accreditation/re-accreditation recognitions. Manages all departmental grants. Work is performed under the general direction of the Administrative Services Commander. Direct Supervisor of Department's Front Office activities and staff.

ESSENTIAL JOB FUNCTIONS

  • Administers the CFA accreditation process that ensures compliance with standards developed.
  • Continually monitors, edits, maintains, develops and distributes Department general orders, policies, procedures and forms to ensure compliance with State, Federal and City laws and regulations, and accreditation standards;
  • Advises Command Staff of weaknesses/shortcomings in Department directives and procedures and recommends changes to protect the Department from liability;
  • Analyzes, evaluates and maintains documentation to show proof of compliance with accreditation standards;
  • Maintains current information of accreditation standards, and the interpretation and application of accreditation standards, through active participation with appropriate accreditation commissions and professional associations;
  • Ensures all annual and/or time sensitive reviews, reports, audits and inventories are completed as required by CFA;
  • Oversees and participates in the preparation of detailed reports, summaries and recommendations based on the analysis of applicable data;
  • Provides training to employees to increase their knowledge of the accreditation and compliance process;
  • Conduct compliance and audit inspections as directed by the Chief of Police, Command Staff and accreditation standards;
  • Coordinate policies and procedure development and dissemination;
  • Assists in the identification and development of new programs, systems, procedures or equipment to improve performance of the Department in compliance with applicable accreditation standards;
  • Serves as the Department’s liaison to outside agencies, CFA and FLA-PAC, as well as assisting assessors during on-site assessments for re-accreditation;
  • Attends required training to remain current in accreditation requirements and procedures and other professional practices, as directed;
  • Assist the Department training coordinator, ensuring training curriculum adheres to required accreditation standards;
  • Performs staff inspections to ensure adherence to prescribed Department General Orders and accreditation standards;
  • Sets work deadlines as they apply to accreditation requirements and provide matrices;
  • Direct supervision and management of front office activities and staff;
  • Become a CFA Assessor and participate in mock and/or onsite assessments of other agencies;
  • Manages grants to include conducting research, preparing applications, completing financial and programmatic reports and other documentation as required for grants and other alternate funding sourced;
  • Possess thorough knowledge of the Commission for Florida Law Enforcement Accreditation (CFA) standards and processes.

OTHER JOB FUNCTIONS: 

  • Assists the City in the preparation for and aftermath of a major emergency, such as a hurricane or other storm or disaster;
  • Performs other related duties, as required. 

REQUIREMENTS:

Knowledge, Abilities and Skills

Ability to establish and maintain effective working relationships with co-workers, City employees, and the general public, as well as providing guidance, giving technical direction, and explaining or interpreting policy; ability to communicate effectively both orally and in writing on a variety of topics related to the accreditation process; knowledge of City and Department general orders, policies, and rules and regulations; knowledge of the principles, practices and equipment used in police work; knowledge of federal, state and local laws or ordinances, rules of evidence, laws, including search and seizure, as well as administrative/personnel procedures; knowledge in the development and implementation of standards, procedures and guidelines to support the operational process; knowledge of current collective bargaining agreements; ability to learn and maintain accreditation files and provide training utilizing PowerDMS software; ability to work independently with limited supervision; ability to clearly communicate the Department’s position on proposed changes to accreditation processes or standards; ability to speak in public; ability to exercise a high degree of confidentiality and integrity; possess excellent time management skills and be able to organize, prioritize, schedule and manage daily work activity, tasks and special assignments; possess problem-solving skills to look beyond the surface issues to identify, analyze and handle problems with little supervisory intervention, and develop effective responses and solutions to resolve such problems.

Ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked. 

Working Hours – Monday through Friday, 8:00 a.m. to 5:00 p.m. 

Physical Demands - Primarily sedentary work.  Requires sitting for long periods of time; reaching and bending; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing and speech.

Minimum Qualifications - Associates Degree in criminal justice, business, public administration or related field three (3) years of experience in an accreditation field, with accreditation experience in law enforcement or criminal justice preferred; Certification as State Accreditation Assessor preferred; Must have a valid Florida Driver’s License with an acceptable driving record.

Salary Range – $16.00 - $24.37/hr ($33,284.71 - $50,689.88/yr); EXCELLENT benefits. Applicants should expect a starting salary of $16.00/hr.  Only applicants with the most job-related qualifications will be selected for interview and further consideration.  Additional consideration may be given to applicants with more extensive education, training, or experience.  Final candidates may be required to pass a drug test and are offered a conditional offer of employment contingent upon satisfactory results of a thorough background check including criminal history, driver’s license check, & medical exam (if applicable).
