The City is seeking an experienced municipal finance professional to lead the City's Finance Department. The Finance Director is an executive who is a talented manager, an effective communicator and very proficient technically. The Finance Director must be both experienced and a quick learner. Under the general direction of the City Manager, the Finance Director is responsible for directing and coordinating all financial activities of the City.
Duties include financial planning, budgeting, accounting, financial statement preparation, treasury, water and sewer utility customer service and billing, procurement and compliance with internal controls. Work in this class requires the employee to work effectively with elected and appointed officials, other department directors, representatives of other governmental jurisdictions, private consultants and contractors, and subordinate personnel. Experienced, talented staff members and various consultants that assist with investments, debt offerings, legal questions, CAFR preparation and even media inquiries support the Finance Director.
Located in Seminole County, the City of Casselberry is within the Orlando metropolitan area. The population is approximately 29,778. The annual budget adopted for FY 2019 is $52,856,325. The City offers competitive salary and benefits and maintains a standard four day work week, Monday through Thursday, 7am-6pm.
The Finance Department is responsible for processing and maintaining all Citywide financial data per Governmental Accounting Standards Board (GASB) principals and the laws of the State of Florida, producing the City's Comprehensive Annual Financial Report (CAFR) and coordinating the preparation of the City's annual budget. The Finance Department is the custodian of all City cash and investments and is responsible for all collections and disbursements of it. Outstanding debt is managed and new debt is procured by the Finance Department. The Department is also responsible for providing billing and customer service for customers of the City's utility system, ensuring compliance with government purchasing guidelines, and processing the City's payroll, accounts payable, and fixed asset records. The Department includes 19 staff members, contracted utility meter readers, and a 2018-19 budget of $1.9 M. The Department consists of six functional divisions: accounting; procurement; management and budget; customer service; inventory control; and meter service.
The requirements include: A minimum of a Bachelor's degree (BA/BS) in finance, accounting, business administration or related field, a minimum of five (5) years highly responsible work experience in accounting, revenue administration, as well as other phases of fiscal management, and at least three (3) years of experience in a supervisory capacity relating to local government finance functions. Certified Government Finance Officer and/or Certified Public Accountant is preferred.
