Responsible for oversight of all aspects of engineering for the City of Clermont. Performs professional administrative work, including design, review, and construction management. Assists in the planning, designing, monitoring and/or managing of projects and programs for new construction, renovation and improvement projects. Serves as a technical consultant concerning the City's consumption planning and permitting, road construction, facilities planning, design, and construction. Work is performed with considerable independence under the general supervision of the Assistant Director of Public Works.

This position is exempt. Fair Labor Standards Act overtime provisions will not apply.

 Primary Duties:

  • Acts as the City's Construction Projects Manager for all Capital Improvement construction projects as well as overseeing the inspection.
  • Coordinates with other governmental agencies and private entities on matters involving municipal utilities and general construction.
  • Coordinates functions between other utility departments, as needed.
  • Assists in the development of capital improvement and engineering budgets.
  • Assists in the development and interpretation of policies and procedures related to construction standards, specifications, and methods.
  • Assures compliance with regulatory requirements related to the projects.
  • Directly supervises two construction inspectors in accordance with the City's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising and rewarding performance; and addressing complaints and resolving problems.
  • Continual involvement with strategic and operational management issues.
  • Assists in the development and implementation of public relations programs as related to the City's construction projects. Directs contractors to minimize impact of projects on the public.
  • Reviews plans, specifications, contractor's pay applications, and cost estimates with various City departments.
  • Coordinates projects with local, state and federal agencies, as well as other municipal agencies, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies/special interest groups, and other parties as necessary.
  • Reviews and ensures all projects within the City are in conformance with City codes, and keeps current on regulatory rules and implements rule changes.
  • Assists in the evaluation of contract bids, makes recommendations to City Manager regarding feasibility studies, and assists in the management of large-scale construction projects. Uses construction inspection report data to prepare payment estimates as a recommendation for payment of contractors.
  • Performs other assigned duties as required.

 Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in a related field.
  • Five (5) years of progressively responsible experience in public utilities and/or structural construction management.
  • Five (5) years of supervisory level work experience.
  • Working knowledge of general construction of above and below ground utilities.
  • Valid Florida Driver's License.

 
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

  • Requires frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Good eyesight, hearing, and speech.
  • Regular driving of vehicle.

 
Work Environment  
 
Works inside in an environmentally controlled space; but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time.  Exposed to construction and water/wastewater site hazards, traffic, and moving machinery. It is essential that the Construction Projects Manager is alert to safety hazards in the field.
