Assists Survey & Mapping Manager and staff in the completion of Survey & Mapping projects; assists the Survey & Mapping Manager and staff in work on boundary, topographic and right-of-way control surveys, right-of-way mapping and the preparation of legal descriptions and sketches for the Countys CIP program.
Will perform professional surveying and mapping duties requiring licensure by the Florida Department of Professional Regulation Board of Surveyors and Mappers pursuant to Chapter 472, Florida Statutes. Involves planning and overseeing the completion of survey activities. Assists in managing and supervising the daily activity of multiple surveying & mapping field crews and technical staff. Also involves other managerial, administrative and supervisory duties as needed.

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.
Involves supervisory work, planning and overseeing the completion of non-certified and certified survey activities. Supervises the work of technical and subordinate staff by reviewing work, and by providing technical training. Performs duties of more than average difficulty requiring considerable initiative and independent judgment under specific direction. Performs preliminary site review prior to assigning survey crew. Performs post work site review to determine accuracy of fieldwork performed.
Performs and/or supervises field surveying and mapping activities for County projects involving property boundaries, right-of-way location and control, construction layout, aerial mapping and the Geographic Information System. Provides internal coordination of survey tasks to ensure compliance with State and County regulations. Researches field survey data, vertical control, certified corner records, geodetic control points, appraisal maps and other sources to ensure survey task are compatible with adjacent properties and/or previous surveys. Performs calculations and computer operations as needed in the performance of survey duties. Calculates land areas and prepares land boundary descriptions of parcels to be purchased by the County for road projects, drainage facilities, parks and other County programs. Writes, reviews, and may sign and seal land boundary descriptions, prepares sketches and may perform certified boundary and topographic surveys. Researches, recommends and assists in the implementation of the latest survey technology
Assists in the review of consultant submittals, right-of-way maps, legal descriptions and sketches, for Capital Improvement Projects (CIP) and other County agency projects to verify that data meets standards and complies with applicable laws, regulations and specifications and to establish quality control criteria.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of conventional, geodetic and Global Positioning System (GPS) navigation, remote sensing principles, surveying and mapping principles, practices, standards, procedures and customs.
Knowledge of County, State and local surveying and land boundary laws, ordinances and regulations, programs, policies and procedures.
Knowledge of civil engineering principles, practices and procedures as applicable to land surveying.
Knowledge of computer aided drafting technology; photogrammetric mapping principles, practices, standards and procedures; and Geographic Information System (GIS).
Considerable skill in identifying discrepancies between drawings and specifications.
Considerable skill in the use of modern survey instruments, GPS receivers and remote sensing equipment.
Ability to research, develop and implement new surveying and mapping technology.
Ability to evaluate, develop and utilize computer software for surveying and mapping applications.
Ability to solve advanced complex mathematical problems.
Ability to plan, organize and supervise the work of others and to communicate effectively both orally and in writing.
Considerable knowledge and skill in the use of various software, such as Microsoft Word, Excel, Access, and Outlook for word processing, spread sheet, data base, and electronic mail.
Ability to use surveying related software.
Graduate of an accredited four (4) year college or university with an approved course of study in surveying and mapping recognized by the Florida Board of Professional Surveyors and Mappers.
Must possess a current Florida license as a registered Professional Surveyor and Mapper. o Candidates without this license will be considered a trainee and must be awarded the license within five (5) years from date of hire (see Special Requirements, trainee note below).
Must have a Surveyor in Training certification (NCEES Fundamentals of Surveying exam) completed or in progress. o If in progress, see candidates will be considered a trainee (see Special Requirements, trainee note below).
Must possess a valid driver's license and be able to obtain a valid Florida driver's license at the time of employment within this classification.
Persons hired as a trainee shall be eligible for benefits as described in regular full-time above, but will be hired at five percent less than the classifications minimum rate for each year of experience, certification/ license required. o No annual increase will be made to trainees until they meet the requirements of their job classification and are relieved of the trainee status.
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
