Performs professional surveying and mapping duties requiring licensure by the Florida Department of Professional Regulation Board of Surveyors and Mappers pursuant to Chapter 472, Florida Statutes. Administrative and supervisory work, planning, directing, scheduling and overseeing the completion of survey activities necessary for the maintenance of the County Engineer Division Geographic Information System (GIS) and reviewing subdivision plans and final plats for compliance with State and County regulations prior to acceptance by the County. Also involves other managerial, administrative and supervisory duties as needed.


Reviews residential and non-residential development construction plans and final plats for compliance with State and County regulations, and for compliance with State surveying regulations.

Provides internal professional consulting and coordination of survey work to ensure compliance with State and County regulations. Researches field survey data, vertical control, certified corner records, geodetic controls points, appraisal maps and other sources to ensure survey work is compatible with adjacent properties and/or previous surveys. Performs complex calculations and computer operations as needed in the performance of survey duties. Calculates land areas and prepares land boundary descriptions of parcels to be purchased by the County for road projects, drainage facilities, parks and other County programs. Writes, approves, signs and seals land boundary descriptions, prepares certified sketches and performs certified boundary and topographic surveys. Manages survey programs for the County Engineer Division's projects. Researches, recommends and implements new survey technology.

Negotiates and oversee contracts for aerial photogrammetry projects. Provides land boundary and surveying related expert testimony in court cases involving the County.

Supervises the work of technical and professional subordinate staff by scheduling, assigning and reviewing work, and by providing technical training, job counseling and performance evaluations. Reviews consultant submittals, right-of-way maps, legal descriptions, sketches, for Capital Improvement Projects (CIP) and other County agency projects to verify that data meets standards and complies with applicable laws, regulations and specification and to establish quality control criteria. Selects consultants, negotiates surveying services, and coordinates contract estimates to comply with requirements and fair market pricing. Oversees work of consultants in accordance with approved contracts.

Extensive knowledge of conventional, geodetic and Global Positioning System (GPS) navigation, surveying and mapping principles, practices, standards, procedures and customs and project management practices. Extensive knowledge of County, State and local surveying and land boundary laws, ordinances and regulations. programs, policies and procedures. Extensive knowledge of civil engineering principles, practices and procedures as applicable to land surveying. Considerable knowledge and skill in computer aided drafting technology; knowledge of photogrammetric mapping principles, practices, standards and procedures; modern office fiscal policies and procedures; and Geographic Information Systems (GIS). Considerable skill in identifying discrepancies between drawings and specifications. Considerable skill in the use of modern survey instruments and GPS receivers. Skill in negotiating with consultants. Ability to research, develop and implement new surveying and mapping technology. Ability to evaluate, develop and utilize computer software for surveying and mapping applications. Ability to solve advanced complex mathematical problems. Ability to plan, organize and supervise the work of others and to communicate effectively both orally and in writing. Considerable knowledge and skill in the use of various software, such as WordPerfect for word processing, spread sheet and data base. Ability to use surveying related software.


Graduate of an approved course of study in surveying and mapping from an accredited four (4) year college or university recognized by the Florida Board of Professional Surveyors and Mappers or a comparable amount of experience or training as specified in Chapter 472.013, Florida Statutes.

Must have five (5) years experience in responsible charge in all aspects of surveying and mapping and a minimum of two (2) years of post-registration experience in a supervisory, managerial or administrative role as a Professional Surveyor and Mapper.

Must possess a current Florida license as a Registered Professional Surveyor and Mapper at the time of employment in this classification.

Must possess a valid driver's license and be able to obtain a valid Florida driver's at the time of employment within this classification.


This position may be required to report for work when a declaration of emergency has been declared in Polk County.
