Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hours/week)

Responsible work coordinating fiscal management/accounting activities and functions, auditing, governmental tracking/accountability and fiscal supervisory work related to the Rohr Home.


Assist the Health & Human Services Fiscal Manager with office duties, research, and program analysis. May direct and oversee the work of others on fiscal issues dependent on requirements/needs. Prepares and reviews various fiscal correspondence, statements, financial reports, fiscal information of contracts and/or agreements presented for payment. Calculates and prepares costs and reimbursements of costs to be charged against Rohr Home budget. Oversees expenditures for proper allocations and availability. Audits department or program finances to ensure funds are properly expended and recorded in accordance with established county, state and federal policies, procedures, and guidelines.

Responsible for formatting, compiling, and assisting with budget preparation and analysis. Prepares payment authorization, correspondence and reports for authorized signatures and approvals, to include processing of p-cards and purchase orders as necessary. Oversees Oracle budget reports, data entry and reconciliation. Oversees Matrix Care software for service reimbursement. Assist in supply orders and Requests for Purchases. Advises Program management of fiscal matters, prepares periodic reports and analysis of Rohr Home budget and fund status. Provides data for mandated reporting requirements, including response to audit requests.

Serves as back-up to Fiscal Specialist II for all essential duties in order to ensure fiscal sustainability and Rohr Home mandates are met. In conjunction with Fiscal Specialist II, prepare and maintain deposits, resident accounts, and ensures timely billing of medical claims. Monitors Accounts Receivable for collectability.

Recommends policies and control systems for fiscal and purchase procedures in accordance with county fiscal guidelines and Rohr Home licensing requirements. Writes and distributes division fiscal related administrative memorandums, procedures, and correspondence. Performs fiscal and general record keeping.

Oversees Rohr Home property control system and other fiscal record systems. Assists the Division Fiscal Manager with the preparation of reports, budgetary control, various fiscal operations and functions. Performs related duties as required.


Knowledge of accounting, purchasing, financing, auditing, expenditure control systems, procedures, Rohr Home licensing statutes and regulations. Must have the ability to see, hear, write, ambulate independently and perform data entry keying efforts. Ability to speak in a manner that can be understood. Ability to research, investigate, detect, verify, recognize and recommend solutions. Ability to prepare complex financial reports and statements. Ability to use good judgment and make independent decisions. Ability to plan, train, assign and supervise the work of others. Ability to maintain an effective working relationship with employees, officials and the public. Skillful writing, reporting, communicating, and record keeping activities.


Graduate of an accredited four (4) year college or university with course work in accounting, business administration or a related field and have a minimum of one (1) year of accounting, governmental administrative accounting or related business administration experience which included budget preparation, analysis and forecasting experience.

Must be able to utilize all features afforded by word processing software and other required software (i.e. Windows, Microsoft Word, and Excel) and personal computer equipment utilized by the assigned work unit.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

Five (5) years of related training and experience may be substituted for the minimum qualifications.


Prefer applicant who has experience in nursing home reimbursement and reporting systems.


All new Rohr Home employees must undergo Level 2 (FDLE) screening submitted electronically before commencing work and every 5 years thereafter and attest, upon hiring, that they meet the requirements for employment and agree to inform the employer immediately if arrested for any disqualifying offense.

New employees, who have worked for another health care facility, may obtain background screening information from their previous employer to satisfy the new requirements. Persons who have been screened and qualified as required by Section 435 and who have not been unemployed for more than 90 days thereafter, and who under penalty of perjury, attest to not having been convicted of a disqualifying offense since the completion of such screening, shall not have to be re-screened.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
