This position performs a variety of clerical, administrative, technical, and coordination duties to support all areas of human resources operations. Some examples include, but are not limited to: recruiting/staffing, Public Records responses, HR audits, file maintenance, data entry, answering employment and benefit questions, responding to employment verifications, assisting with regulatory compliance,  attending pension meetings and taking minutes, and attending routine bargaining unit employee hearings and taking notes. This position helps ensure efficiency/effectiveness and customer service levels of the department.   

 
Essential Functions:

• Assists in coordination, scheduling, and communication of various HR-related training programs, recruitment, benefits, and wellness activities and promotions, employee briefings, etc. Uses various methods to communicate information. Assists with processing (paper and electronic) forms for payroll actions including hiring, promotion, reassignment, terminations, salary changes, etc.

• Supports hiring process including, but not limited to: screening and processing of applications; conducting telephone prescreening; scheduling interviews and pre-employment assessments; scheduling pre-employment physicals and drug screens; on-boarding of newly hired employees; and completion of related forms and data entry. Performs routine and moderately complex administrative functions, e.g., data review, typing, report processing, information tracking, and documentation verification. 

• Provides front desk coverage, greeting customers and answering inquiries related to employment and other departmental operations and procedures; assists applicants completing online employment applications.

• Provides information on LYNX benefits plans; assists employees with enrollment and termination of benefits; and ensures that payroll deductions are accurate. 

• Processes personnel actions such as wage garnishments, status changes, leave records, and salary adjustments; updates and maintains data in HRIS and verifies accuracy of personnel data. 

• Issues FMLA paperwork to employees; reviews documents for completeness; prepares and distributes related correspondence; and enters data for tracking purposes.

• Receives, sorts, and distributes departmental mail; assists with preparation and coordination of mass mailing documents; and prepares mass mailings for postal carrier.

• Keeps all HR postings and labor law posters up-to-date. Maintains commonly used forms and information literature in areas for easy access by employees.

• Answers and resolves routine HR-related requests/inquiries in a prompt and courteous manner.

• Maintains employee files both electronically and in hard copy and ensures records are in compliance with company policies, practices, and applicable laws. Files documents in personnel files in a timely manner.

• Maintains I-9’s for all LYNX employees on-site for the required retention period, and is responsible for presenting I-9 forms within three days of an inspection request.

• Assists with the processing and preparation of employee service awards.

• Responds to employment verifications (VOE) and files documentation in personnel files.

• Processes, files, and maintains forms for wellness center access and dependent ID’s; verifies supporting documentation.

• Conducts periodic HR audits and summarizes results along with suggestions for improvement going forward (I-9’s, HR management, hiring, on-boarding, benefits, file maintenance, etc.).

• Assists with preparation and submission of check requests, procurement requisitions, purchase orders, invoices, and the ordering and tracking of office supplies.

• Responds to public record requests and legal requests for personnel files, documentation, etc.

• Attends pension meetings and takes minutes.

• Attends routine bargaining unit hearings as an HR representative and takes notes.

• Performs other duties as may be required or assigned.

Required Qualifications:

• Associate’s degree from a regionally or nationally accredited institution with course work in human resources, business administration or a closely related field plus three years of responsible experience in a human resources support position; or an equivalent combination of related experience, education, and training.
