QUALIFICATIONS:

 

  1. Bachelor’s degree from an accredited college Three (3) years of work experience in employee compensation or human resources role. Experience using Excel is required. Experience with various pay programs, strategies and reward systems, various software programs and analysis methods preferred. One (1) year of experience in a public entity preferred. Experience with unions relative to wage and salary issues preferred. Experience with unemployment claims, appeals and hearings preferred. Experience with conducting and completing salary surveys is preferred.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Ability to read, interpret and enforce State Board Rules, School Board Policy, Fair Labor Standards Act (Wage and Hour Law), unemployment compensation law, and collective bargaining agreements; strong working knowledge of current compensation theory, wage and salary practices, job evaluation methods, pay plan design and reward strategies; ability to effectively use technology in analyzing compensation data; ability to apply statistical models for assessment of compensation practices; Knowledge of and ability to use spreadsheet and compensation-related software; strong oral and written communication and mathematical comprehension skills; ability to do financial costing of any pay change impact; ability to work closely with consultants in compensation related matters, possess strong interpersonal skills and effective presentation skills; ability to respond to all levels of employees for problem resolution of pay disparities and other inquiries; and ability to maintain comprehensive job descriptions. Knowledge and commitment to decentralized decision-making and accountability for results.

JOB GOAL:

 

To effectively facilitate the compensation-related activities in support of organizational goals and objectives and provide compensation expertise in job studies, pay plan design, union negotiations, organizational management and salary administration in order for the district to attract, retain and motivate high-caliber employees.

PHYSICAL REQUIREMENTS:

Light Work:  Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently.  If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

WORKING CONDITIONS:

 

Conditions the worker will be subject to in this position.

Indoors and Outdoors:  The worker is subject to both environmental conditions.  Activities occur inside and outside.

 

PERFORMANCE RESPONSIBILITIES:

 

  • Manifest a professional code of ethics and values. Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light. Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks. Calculate costs of compensation recommendations related to administrative, food service management, classified, temporary, regular, part time and full time positions. Analyze survey data, conduct classified and administrative job evaluation interviews, and determine point factor analysis and/or market comparison data for job grade determination. Serve as district contact for unemployment compensation issues in coordination with administrative support staff. Maintain salary structures to include hourly plan, food service managers and classified. Maintain a financial database reflecting unemployment compensation costs and follow-up on appeals to maximize savings to the district. Utilize the district’s HRIS system to pull data and run reports for analytical reasons. Create, revise and maintain administrative/technical, food service management, instructional and classified job descriptions. Stay abreast and current on compensation design, innovations, laws and regulations related to compensation and pay for performance involving teachers. Keep the Director, Compensation Services informed of critical issues within the department and noteworthy incidents. Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives. Follow the district’s policies and procedures as related to fixed assets. Responsible for keeping up to date on current technology being used by OCPS.  With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position. Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise. Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

* Essential Performance Responsibilities

 

TERMS OF EMPLOYMENT:

 

Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

 

EVALUATION:

 

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
