The Opportunity:
The Assistant Director, Payroll oversees the payroll functions for the university, which includes payroll processing, time and labor, taxation, reconciliation, and record retention requirements for approximately 12,000 employees, averaging $20 million biweekly. This position manages the day-to day operations of the Payroll department; supervises, trains and mentors Payroll team employees.
Responsibilities:
Payroll, Reporting and Accounting

Assists the Director of Payroll by establishing efficient and effective procedures to ensure the university payroll is uninterrupted and confirmed biweekly. Creates off-cycle check transactions and prints checks, as necessary. Serves as a backup to review the bank reports for Automated Clearing House (ACH) returns and submits reversals and stop payment requests. Responsible for accurate leave balances, as well as annual leave processes related to personal holidays and medical residents, etc.

Performs quality control on and serves as a backup in processing the following employee payments: annual, sick, overtime, special compensatory leave, miscellaneous salary supplements, Criminal Justice Incentive Payments (CJIP), and Cell Phone Allowances. Responsible for processing payments of a sensitive nature (i.e. beneficiary or settlement). Signs off on overpayment audits. Administers the Twelve-Month Payment Option program.

Responsible for documenting standard operating procedures for payroll tasks. Tracks metrics on overpayment audits and keying errors and develops specific external department and Payroll team training recommendations to reduce errors for the Director of Payroll to address.

Processes FICA tax refunds and collections when appropriate, and is responsible for semester-related taxable tuition recording as a non-cash fringe for the tax collection. Ensures that biweekly tax remittances are made on time via EFTPS. Files form 941 and reports adjustments quarterly to the Internal Revenue Service. Maintains W-2 records and coordinates distribution.

Confirms payroll, ensures benefit and payroll vendors’ accounts payable transactions are processed, and schedules and remits tax payments.

At the direction of the Payroll Director, develops business processes within the Payroll unit. Offers recommendations for developing and implementing HR regulations, policies, and programs for the university.

Serves as a back-up in the absence of the Payroll Director.
Minimum Qualifications:
Bachelor's or Master's degree and 4+ years of relevant experience.
Preferred Qualifications:

6+ years of broad based and progressive experience in payroll.

Previous experience supervising a payroll team.

Experience processing payroll for a large complex organization, public institution, or higher education institution.

Previous experience in Workday or a similar ERP system.

Payroll certification such as Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).

Understanding of HR best practices and current regulations.

Customer-focused attitude, with a high level of professionalism and discretion.
