Transportation Planner Senior: Pay Range: $64,168.00 - $96,262.40 annually

ILLUSTRATIVE DUTIES

Transportation Planner I:

Performs planning work in assisting with comprehensive research planning projects and the conducting of independent studies. Prepares and/or assists with preparation of studies and research relating to the Polk Transportation Planning Organization (TPO) plans and programs as listed below.

Prepares and/or assists with planning data presentations in both a graphic and/or written form. Develops various maps for planning purposes. Prepare preliminary drafts and edits materials related to a variety of planning activities. Participates and assists in conducting field studies and surveys related to the TPO plans and programs.

Performs related duties as required.

TPO Plans and Programs

• Long-range multi-modal transportation plan for Polk County;
• Short-range transit development plans for local transit agencies;
• Annual priority transportation projects;
• Transportation Improvement Program (TIP);
• Public involvement program;
• Transportation disadvantaged program;
• Transportation data collection and analyses, including level-of-service analyses;
• Inventory of transportation facilities;
• Review of land use developments for transportation-related impacts; and
• Tasks and projects included in the annual Unified Planning Work Program (UPWP).

Transportation Planner II:

Performs independently a varied scope of planning work preparing research, data and reports related to the Polk Transportation Planning Organization (TPO) plans and programs as listed below.

Prepares and reviews a variety of reports, maps, and charts related to transportation planning activities. Conducts field surveys to secure any necessary planning data such as land use, population density, traffic, community facilities inventory, and availability of community services. Assists with projects by attending and reporting on transportation planning related meeting information, independent interviews and library research. Analyzes and evaluates pertinent data. Prepares reports and projections from survey and research data.

May confer with municipal, county and other related agency/resource officials, and the public regarding mutual planning matters. Assists with staff support to the TPO Board and advisory committees. Develops charts, graphs, and other audio-visual material for public presentations. Develops various maps for planning purposes. Designs cover and page layouts of planning publications. Attends meetings, conferences, and seminars as requested. May act as technical planning liaison with other county departments, related local, state, and federal agencies and/or resources as assigned, which may include working non-traditional office hours.

Transportation Planner III:

Responsible transportation planning work in the analysis, development and maintenance of Polk Transportation Planning Organization (TPO) plans and programs as listed below. Participates and prepares technical research, studies and recommendations related to TPO plans. Develops and implements methods estimating transportation, population, employment and land use data. May act as technical planning liaison with other county departments, related local, state, and federal agencies and/or resources as assigned, which may include working non-traditional office hours.

May confer with the public and officials regarding the content and preparation of TPO plans and programs. Attends and/or may conduct meetings, conferences, and seminars. Provides staff support to the TPO Board and advisory committees, including the delivery of staff presentations.

• Short-range transit development plans for local transit agencies;
• Annual priority transportation projects;
• Transportation Improvement Program (TIP);
• Public involvement program;
• Transportation disadvantaged program;
• Transportation data collection and analyses, including level-of-service analyses;
• Inventory of transportation facilities;
• Review of land use developments for transportation-related impacts; and
• Tasks and projects included in the annual Unified Planning Work Program (UPWP).

Performs related duties as required.

Senior Transportation Planner:

Performs professional/technical research and work in support of the comprehensive, coordinated, and continuing (“3-C”) planning process of the Polk Transportation Planning Organization (TPO). Provides staff support to the TPO Board and advisory committees. Assists with administrative responsibilities and functions related to program activities, projects and issues. Transportation planning in connection with the following TPO plans and programs:

• Long-range multi-modal transportation plan for Polk County;
• Short-range transit development plans for local transit agencies;
• Annual priority transportation projects;
• Transportation Improvement Program (TIP);
• Public involvement program;
• Transportation disadvantaged program;
• Transportation data collection and analyses, including level-of-service analyses;
• Inventory of transportation facilities;
• Review of land use developments for transportation-related impacts; and
• Tasks and projects included in the annual Unified Planning Work Program (UPWP).

Assists in coordinating activities of TPO Board, the Technical Advisory Committee (TAC), Citizens Advisory Committee (CAC), Polk County Transportation Disadvantaged Coordinating Board, Joint Airport Zoning Board, and Airport Zoning Board of Adjustment. Coordinates with local governments, the Florida Department of Transportation, and other state and federal agencies as required. Performs related duties as required.

Knowledge as to methods of collection and analysis of planning data and the preparation of planning reports and studies. Ability to drive from work site to work site. Ability to speak in a manner that can be understood. Ability to make public presentations. Ability to perform creative writing tasks. Ability to research, investigate, experiment, detect, inspect, verify, recognize, and recommend solutions. Ability to establish and maintain an effective working relationship with others. Ability to read and interpret land use, aerial photographs and related maps.

Ability to interpret applicable rules and regulations. Ability to use independent judgment, analyze information and formulate recommendations. Ability to maintain an effective working relationship with other employees, officials, and the public. Ability to communicate effectively both orally and in writing. Ability to utilize personal computers and software utilized by the assigned work unit.

Senior Transportation Planner:

Knowledge of planning techniques used in maintaining and conducting the TPO planning process. Must have the ability to see, write and perform data entry keying efforts. Ability to drive from work site to work site. Ability to speak in a manner that can be understood. Ability to make public presentations. Ability to perform creative writing tasks. Ability to research, investigate, experiment, detect, inspect, verify, recognize and recommend solutions. Ability to establish and maintain an effective working relationship with others.

Knowledge of the “3-C” Planning Process, travel demand forecasting (computer simulation), and familiarity with Federal Highway Administration and Federal Transit Administration guidelines and grant procedures.

Ability to use independent judgment and analyze transportation problems, research and statistics. Knowledge of methodologies used to gather and forecast socio-economic and land use data required for input to travel demand forecasting. Ability to communicate effectively, both orally and in writing. Ability to utilize personal computers and software utilized by the assigned work unit.

MINIMUM QUALIFICATIONS

Transportation Planner I:

Graduate of an accredited four (4) year college or university with major course work in urban planning or a related field, including urban studies, geography, environmental studies or science, landscape architecture, urban design, GIS, public administration, political science, or other similarly related field. Must be able to utilize personal computers and software utilized by the assigned work unit.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required college degree.

Transportation Planner II:

Graduate of an accredited college or university and have a minimum amount of relevant planning experience, as follows:

Master's degree with major course work in urban planning or a related field, including urban studies, geography, environmental studies or a science, landscape architecture, urban design, GIS, public administration, political science or other similarly related field and have one-half () year experience;

or

Bachelor's degree with major course work in urban planning or a related field, including urban studies, geography, environmental studies or a science, landscape architecture, urban design, GIS, public administration, political science or other similarly related field, and one (1) year experience.

Must be able to utilize personal computers and software utilized by the assigned work unit.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required college degree.

Transportation Planner III:

Graduate of an accredited college or university and have a minimum amount of relevant planning experience, as follows:

Master's degree with major course work in urban planning or a related field, including urban studies, geography, environmental studies or science, landscape architecture, urban design, GIS, public administration, political science, or other similarly related field, and two (2) years experience; or

Bachelor's degree with major course work in urban planning or a related field, including urban studies, geography, environmental studies or science, landscape architecture, urban design, GIS, public administration, political science, or other similarly related field, and three (3) years experience.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required college degree.

Senior Transportation:

Master's degree with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field, and have four (4) years experience;

or,

Bachelor's degree with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field, and have five (5) years experience.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required college degree.

SPECIAL PREFERENCES

Transportation Planner II:

College degree in Urban Planning from a PAB-Accredited planning program.

Transportation Planner III and Senior:

College degree in Urban Planning from a PAB-Accredited planning program. Certification by the American Institute of Certified Planners (AICP).
