Rebuilding Together Greater Florida (formerly Rebuilding Together Tampa Bay) is a rapidly growing statewide nonprofit serving 29 counties across Florida.

We repair homes, revitalize neighborhoods, and rebuild lives for low-income homeowners, seniors, veterans, and families in need. Through home rehabilitation, disaster recovery, and community revitalization programs, we make communities safer and stronger, one home at a time.

Our Central West (Tampa) District serves as both a high-impact service area and our organizational headquarters, making this role a key leadership position within our statewide structure.

The Opportunity

We are seeking a mission-driven Program Manager with residential construction knowledge to lead district operations in our Tampa office.

This is not a desk-only role.

This is a hands-on leadership position that bridges programming and construction, ensuring projects move efficiently from intake to completion while maintaining full grant compliance and accountability.

Responsibilities

Lead Program & Team Operations
  • Oversee daily district operations and workflow
  • Supervise, coach, and hold staff accountable
  • Monitor productivity, attendance, and file progress
  • Serve as the operational bridge between Programming and Construction

Grant Management & Compliance Oversight
  • Manage multiple grant-funded programs simultaneously
  • Ensure compliance with federal, state, county, and private funder guidelines
  • Maintain audit-ready client files and supporting documentation
  • Track funding allocations, expenditure pacing, and milestone deadlines
  • Review reimbursement packages prior to submission
  • Partner with finance to support timely invoicing and drawdowns
  • Identify compliance risks early and implement corrective action
  • Analyze performance metrics and recommend operational improvements

Coordinate Construction & Project Execution
  • Review and understand residential scopes of work
  • Align timelines with construction staff and subcontractors
  • Ensure grant guidelines align with construction execution
  • Proactively prevent delays related to permitting, documentation, or approvals

Reporting & Performance Accountability
  • Track milestones and service delivery targets
  • Monitor spend-down rates to ensure timely utilization of funds
  • Prepare internal performance reports for leadership
  • Support external reporting requirements for funders and municipalities

Represent the Organization
  • Build relationships with municipalities, partners, and funders
  • Attend stakeholder meetings
  • Support outreach strategies to increase intake and visibility

What You Bring
  • Bachelor's degree required (Master's preferred)
  • Experience in program management, housing programs, or community development
  • Demonstrated experience managing grant-funded programs
  • Working knowledge of residential construction, including:
    • Scopes of work
    • Permitting & inspections
    • Contractor coordination
    • Project timelines
  • Strong leadership and organizational skills
  • Experience working with municipalities or local agencies
  • Familiarity with grant compliance and reporting
  • CRM experience (Salesforce preferred)
  • Reliable transportation and ability to travel within the district

  • Health Reimbursement Arrangement (HRA):
    $529.16/month (individual)
    $900/month (family)
  • Paid Time Off: Up to 80 hours per fiscal year (prorated)
  • Paid Holidays: National holidays plus one full week at Thanksgiving and approximately 2 weeks at Christmas
