This responsible technical position, in the customer service area of the Planning, Zoning & Building Department's operations, performs the intake and issuance of construction and right-of-way permits, together with associated accounting functions. The position performs work involving significant public contact and is responsible for the application of limited land development and construction-related technical knowledge in a variety of functions. This position plays an essential role as a member of the department's front office and shares those related duties.
Key Responsibilities

  • Accepts and reviews applications through the department's intake process, and accurately inputs the information into the computer systems.
  • Reviews permits for sufficiency in accordance with State and Town standards.
  • Accepts applications and payments for contractor and business license customers and route appropriately.
  • Enters permit data into Eden and scans submitted documents into Laserfiche.
  • Accepts and processes payments for fees and services in accordance with the Town's Finance Department process and policy.
  • Reconciles daily receipts in accordance with the Town's Finance Department process and policy.
  • Accurately maintains customer information and accounts and perform updates to records.
  • Provides information on permits, inspections, licenses, and department policies, programs, and procedures, through the phone, in-person, via email, and over the internet.
  • Diplomatically handles complaints and enforces rules and regulations concerning proper permit submission requirements.
  • Answers general inquiries from the public about the Town's submission guidelines and department programs in a manner that enhances the customer experience.
  • Creates reports in spreadsheet format, using basic formulas and functions.
  • Runs queries of pre-established reports.
  • Reads various maps, graphs, and charts for the purpose of obtaining general information.
  • Maintains files in a timely and complete manner, ensuring that all documentation is filed appropriately and is accessible as required.

Minimum and Preferred Qualifications

  • Must have high school diploma or GED equivalent.
  • Requires a minimum of two years of responsible technical or office support work experience in a professional office setting.
  • Customer service experience required.
  • Certified Permit Technician designation preferred.
  • Prior building department or construction experience is preferred.

Skills and Competencies

  • Knowledge of query reports and various word processing, spreadsheet, and database management software programs.
  • Software skills, or equivalent systems, for the following programs: Microsoft Word, Microsoft Excel, Microsoft Outlook, Laserfiche document imaging, and EDEN or similar enterprise database.
  • Knowledge of and conformance to construction permitting procedures and practices within six months of appointment.
  • Some knowledge of development and construction-related terminology.
  • Ability to establish and maintain effective working relationships with associates, departmental officials, and the general public, both in person and over the phone.
  • Ability to enforce departmental policies and procedures and handle complaints in a courteous and professional manner.
  • Ability to type with various style keyboards and maintain a minimum net speed of 30 words per minute accurately.
  • Ability to interpret sketches, penciled layouts, and blueprints, and to determine conformity to building regulations.
  • Ability to read and interpret information and determine additional requirements necessary for permit intake, in accordance with Town policies and procedures.
  • Ability to solicit required information from customers and update computer records accordingly.
  • Some ability to read blueprints and drawings.
  • Excellent organization skills and ability to prioritize workload and handle multiple projects and deadlines in an efficient and effective manner.

This is a non-exempt position paid on an hourly basis which is eligible for overtime.
