JOB SUMMARY

The Director - Head of GTO Governance & Operating Model leads the GTO Center of Excellence (CoE) within the Global Technology Organization. This role is accountable for defining, governing, and continuously evolving the operating model, governance framework, and enterprise standards that enable GTO to function consistently across a hybrid technology portfolio spanning product, platform, digital, enterprise, and corporate application work.

Reporting to the Sr. Director - Head of GTO CoE & Corporate Applications PMO, this position serves as the central authority for cross-GTO governance mechanisms, portfolio standards, planning guardrails, tooling-governance direction, and portfolio transparency standards. The Director leads a small, senior CoE team and partners with GTO leadership, Finance, Enterprise Architecture, and the Transformation Office to ensure the CoE operates as a standards and governance function rather than a delivery organization.

POSITION RESPONSIBILITIES

  • Define and maintain the GTO operating model and governance framework across major GTO processes.
  • Establish standards for engagement, intake, lifecycle governance, portfolio structure, transparency, planning, and management cadence.
  • Lead the design of governance forums and rhythms of the business across GTO.
  • Ensure alignment of governance and operating-model standards across product, platform, digital, enterprise, and corporate application portfolios.
  • Sponsor and guide the development of the capacity planning model, portfolio framework, reporting standards, and tooling-governance approach.
  • Serve as the senior escalation point for operating-model, governance, and portfolio-process design issues.
  • Partner with senior GTO leaders, portfolio leads, Finance, Architecture, and Transformation stakeholders to align governance expectations.
  • Drive continuous improvement of governance effectiveness, organizational clarity, and portfolio transparency.
  • Ensure the CoE operates as a GTO-wide standards and governance function rather than a delivery organization.
  • Lead, coach, and develop the CoE team, including Sr Managers, Manager - Governance Operations, and Business Analyst staff.

QUALIFICATIONS

DEGREE TYPE:

Bachelor's Degree

FIELD(S) OF STUDY:

Business Administration, Information Technology, Management, Engineering, or related field. Master's Degree (MBA or related) preferred.

EXPERIENCE
  • 12+ years of experience in portfolio management, PMO / CoE leadership, operating-model design, or enterprise transformation.
  • Significant experience leading governance and operating-model design in complex, matrixed organizations.
  • Experience leading an enterprise PMO, portfolio governance function, or Center of Excellence.
  • Experience in hybrid delivery environments spanning product, platform, project, and operational work.
  • Experience with enterprise portfolio tools such as JIRA, Clarity, Smartsheet, or similar platforms.
  • Experience supporting large-scale transformation in a complex technology organization.
  • Experience designing portfolio, planning, or enterprise delivery frameworks.

COMPETENCIES & SKILLS
  • Strong executive communication and stakeholder management skills with the ability to influence at the senior-leadership level.
  • Strong strategic thinking and organizational design capability.
  • Deep understanding of portfolio governance, operating-model design, and enterprise process architecture.
  • Ability to balance enterprise standards with portfolio-level execution realities.
  • Strong leadership presence with the ability to coach and develop senior individual contributors and managers.
  • Excellent written communication and framework-design capability.
  • Sound judgment in setting and enforcing governance boundaries while remaining business-pragmatic.
  • Familiarity with cruise, hospitality, or other complex consumer technology environments is a plus.

CERTIFICATIONS & LICENSES
  • PMP, PgMP, or PfMP (preferred).
  • SAFe Agilist, SAFe Program Consultant, or equivalent scaled-agile certification (preferred).
  • Lean Six Sigma Green or Black Belt (preferred).
