Job Summary
Highly responsible administrative, technical, operational, and managerial work directing the operation, maintenance, regulatory compliance, asset management, and continuous improvement of the City's potable water and reuse treatment plants, wellfield facilities, and related infrastructure. Work is performed under the general direction of the Utilities Director and involves leadership of treatment plant operations, maintenance activities, capital improvement planning, operational technology systems, regulatory compliance programs, and workforce development initiatives.
Responsibilities and Reporting During an Emergency: Employees in this role must report and perform duties as instructed throughout an emergency. The emergency situation may require working extended hours or consecutive days with little warning, depending on its nature.

Duties and Responsibilities

  • Direct, coordinate, and evaluate the continuous operation and maintenance of water treatment and reuse treatment plants, wellfields, and associated infrastructure to ensure safe, reliable, and efficient utility services.
  • Ensure compliance with all applicable federal, state, and local regulations, permits, and operational requirements; serve as the primary liaison during regulatory inspections, audits, sanitary surveys, and compliance reviews.
  • Monitor and optimize treatment processes, water quality, production efficiency, operational reliability, and system performance to meet current and future customer demands while maintaining regulatory standards.
  • Provide technical leadership and operational expertise for facility design, treatment process optimization, infrastructure improvements, operational resilience initiatives, and the implementation of emerging technologies.
  • Assist with development and implementation of Operational Technology (OT) systems, including SCADA, PLCs, automation platforms, cybersecurity assessments, and technology improvements to enhance treatment and wellfield operational efficiency, resilience, and system security.
  • Actively participates and provides operational input for the development, implementation, and management of asset management programs, preventative and predictive maintenance strategies, equipment reliability initiatives, and repair activities to maximize asset life and minimize operational disruptions.
  • Actively participates in the development and management of Capital Improvement Program (CIP) projects, including project planning, consultant coordination, procurement activities, construction oversight, and project delivery.
  • Develop and administer operating budgets, capital budgets, expenditure forecasts, financial plans, requisitions, and resource allocation strategies to support efficient utility operations and long-term sustainability.
  • Develop and implement operational policies, procedures, key performance indicators, and continuous improvement initiatives utilizing Lean Six Sigma principles and industry best practices to improve efficiency, service delivery, operational effectiveness, and resource utilization.
  • Supervise, mentor, train, evaluate, and develop supervisory, operational, and maintenance personnel; participate in recruitment, workforce planning, succession planning, and employee performance management.
  • Prepare and present technical, operational, regulatory, financial, and management reports, analyses, objectives, and recommendations for City leadership, regulatory agencies, and other stakeholders.
  • Coordinate operational activities and strategic initiatives with other Utilities divisions and other City departments to achieve organizational objectives; represents the Utilities Department before City leadership, regulatory agencies, professional organizations, and the public.

Qualifications
Education
  • High School diploma or GED equivalency
  • Bachelor's degree in Engineering, Environmental Science, Public Administration, Business Administration, Utility Management, or related field, or must obtain degree within an agreed time period.

Experience
  • At least seven (7) years' progressively responsible experience in operations and maintenance of water and or wastewater treatment plants.
  • At least three (3) years of supervisory or administrative experience.
  • A comparable combination of training and experience may be considered in lieu of minimum qualifications

Licenses/Certifications
  • State of Florida Class "A" Drinking Water Operator License.
  • State of Florida Class "C" Wastewater Operator License, or must pass the State of Florida Class "C" Wastewater Operator License examination within 12 months of employment, and comply with State of Florida requirements to obtain a license.
  • SEDA Reverse Osmosis MOC I and II Certifications must be obtained within 12 and 24 months of employment, respectively.
  • Lean Six Sigma Green Belt Certification or must obtain within 24 months of employment.
  • State of Florida Driver's License.
  • State of Florida Class "A" or "B" Wastewater Operator License preferred

  • Expertise in potable water treatment, groundwater production, reuse water systems, and utility operations.
  • Strong knowledge of drinking water regulations, environmental compliance, and public health standards.
  • Experience leading utility operations, capital projects, asset management, and SCADA/operational technology systems.
  • Proven leadership, analytical, and problem-solving skills with the ability to drive operational excellence.
  • Excellent communication and relationship-building skills with a commitment to ethical public service.

Physical Requirements
  • Ability to perform work in both office and field environments.
  • Ability to communicate effectively and operate standard office and field equipment.
  • Capable of standing, walking, bending, climbing stairs, and occasionally lifting up to 25 pounds.
  • Ability to work outdoors and around utility facilities in varying weather and environmental conditions.
